Grade PO2 (SCP 39-42): £34,537 - £37,306 plus essential car user allowance

Charnwood Borough Council owns and manages approximately 5,800 properties. We have an exciting opportunity for an experienced Investment and Programme Manager to undertake the management of our capital works programme of circa £6m in the Borough of Charnwood. This position will be responsible for delivering a stream of capital works programmes that will be delivered by third party contractors.

You will have experience in procuring major contracts and the ability to develop effective procurement systems, as well as undertaking stock appraisals. You will be expected to have strong leadership, monitoring and analytical skills, as well as highly developed project management experience. You will also be able to demonstrate the ability to identify, monitor and manage change/risk whilst driving service improvements.

This position has line management responsibility for a team of surveyors and administrators: therefore, you will need proven people management experience. Key skills required for the role also include the ability to work with minimum supervision, be able to prioritise workloads and computer literacy. You will preferably be educated to degree standard with a relevant construction-related qualification, and be a member of RICS/CIOB or equivalent.

To be successful, you will be passionate about providing high-quality services to customers and placing customers at the heart of service delivery. You will have previous experience in proactively managing multi-streamed works programmes and delivering these within budget, in target and on time. In addition, you will have extensive partnering contract management experience and the ability to produce quality performance information.
