Job Purpose

Essex Housing (part of Essex County Council) is expanding to deliver more private housing and specialist housing schemes throughout the County. Essex Housing is seeking an additional Development Surveyor to work on a growing range of projects, for both private and specialist housing throughout the county. The team are a new small residential developer, unlocking public sector owned development sites to deliver additional housing. The first projects are now on site, with completions due this year and projects being progressed throughout the county.

The role will assist to cover the whole ‘start to finish’ spectrum of residential development from site selection and legal, through feasibility studies, planning, design, construction delivery and through to marketing and sales. Projects include new build private apartments and houses, historic conversions and Independent Living retirement homes.

Relevant local residential development experience is desirable and a willingness to be a team player with a positive attitude to unlocking development potential and to achieving success both commercially and on ECC’s wider social goals.

Job Purpose

• Reporting to a Senior Development Surveyor, this role involves delivering a pipeline of residential development land from the initial identification and appraisal of sites right through the design and planning process through to the completion and handover of housing units. 

• The role will be responsible for managing a portfolio of housing development sites with a gross development value of between £10m - £50m. The role will require significant commercial acumen and judgement, the ability to forge excellent relationships with a wide range of stakeholders in the public and private sectors as well as the capacity to manage a range of complex and competing priorities.

• The post holder will need to be both a self-starter and a team player with the ability to consider new sites and will be responsible for ensuring the sites are viable on both financial and practical terms. 

• The role will be responsible for the procurement, appointment and management of a number of residential design and planning teams comprising of external consultants together with appropriate building contractors required to work up and deliver housing schemes including sales agents and the required marketing activity with appropriate design consultants.

• The post holder will be responsible for dealing with related programme, budgetary and regulatory requirements to ensure the successful delivery of high quality, financially viable schemes which help meet the housing needs of Essex residents.

• The post holder will need to be able to work independently and responsibly and have a high degree of financial and commercial acumen with and demonstrate a good understanding of the needs of residential development.

• The team have a friendly, cooperative, supportive and creative approach to achieving solutions and success. 

 

Knowledge, skills and experience

 • Membership of an appropriate professional body such as RICS, RTPI, CIOB or RIBA.
• Educated to A levels and Degree standard.
• At least 3 years’ experience in property and development.
• Detailed knowledge of housing development and the processes behind site appraisal.

Qualification certificates should be brought to interview.
