Purpose

To lead the effective and efficient development and delivery of Social Housing and Home Ownership services across Riverside.

Overview

This role sits on the Executive Team, reporting to the Chief Executive, and plays a pivotal role in the forward strategy of the organisation. The creation of this role demonstrates a real focus on place-shaping, place-making and regeneration, uniquely combining the development, regeneration and neighbourhood functions.

Riverside has an ambitious development programme of 20,000 homes over the next 10 years and the development team will report directly to this individual. The organisation has recently developed and invested in a unique and innovative front-line operational delivery model which will bring real focus to service delivery. The Executive Director of Place will further develop the Group’s Neighbourhood Plans in line with Group Strategy, ensuring that they are coherent and financially robust. The post holds responsibility for around 70% of the turnover of the business.

Responsibilities

  • Lead the strategic direction and operation of the Group’s ‘Place’ services; further develop the Group’s neighbourhood, development and regeneration plans in line with group strategy.
  • Line management of a team of approximately 600 people, including:
  • The Development function and overseeing the strategy for the development of new neighbourhoods and assets nationally.
  • The Riverside regions of North, Liverpool City Region and South & Central.
  • Riverside Home Ownership, to ensure effective and efficient delivery of Home Ownership and Right to Buy.
  • Possess primary ownership of Social Housing and Home Ownership customer relations and income collection process delivered through the local and regional teams.
  • Lead performance and compliance management in Neighbourhood Services, providing appropriate information for corporate and statutory reporting. The post-holder will be the secretary/lead officer to the Neighbourhood Services Committee; a key operational committee in the governance structure.
  • Ensure that the stakeholder relationships that impact upon Riverside’s Place strategy and operations are effectively managed at National, Regional, County, Local Authority and neighbourhood levels.
  • Be an effective client and commissioner of internal services, particularly around assets and offices, and to ensure effective working relationships with central and local teams across the whole Group.
  • Increase operational viability, margins and value for money whilst continuing to respond to the changing funding environment and the reshaping of social housing agendas.
  • Mitigate and manage the risks across the directorate, by ensuring the appropriate policies, procedures and protocols are in place, embedded and audited regularly for Social Housing and Home Ownership customers.
  • Develop and lead current and emerging governance structures so as to ensure the most appropriate level of stakeholder engagement and assurance.
  • Own the customer relationship and to be the champion of the customer for Riverside’s housing services – for Social Housing and Home Ownership customers. Act on customer insight and intelligence to develop and deliver strategies for services and to improve services in line with group strategy, customer and stakeholder insight.
  • Lead neighbourhood-focused community engagement activity in line with emerging priorities and resource limitations.
  • Act as the agent for the complaints process with customers into the Chief Executive’s Office.
  • Ensure that services are being delivered in line with the Group Health and Safety First requirements.

  • Play an active role in the Group’s Executive Leadership and Management Team and be an advocate and exemplar of the corporate values of Riverside and a role model for the aspired corporate culture.
  • A member of the Group Executive Team responsible for the management and delivery of the Corporate Plan.
  • Take ownership and responsibility for effective relationships with Executive Directors and Senior Leaders, Managers and Teams.
  • Lead in such a way as to have a positive impact upon the culture of the organisation, demonstrating a pragmatic and ‘can-do’ attitude to find solutions.
  • To ensure compliance with policy, procedures and the Group’s ‘Safety First’ stated objectives.
  • To hold budgetary responsibility and accountability across the directorate - Income Management, Expenditure in accordance with repairs and voids budget and framework, Development, Regional Budget, RHO, directly controlled staff.
  • To actively coach and manage performance of individuals, teams and departments to achieve the stated objectives and positively impact the customer.
  • To endeavour to be gracious and empathetic, as the organisation is being restructured, with a wide range of individuals as they are challenged by the scale and pace of the transformation.
