The role
You will manage the delivery of an outstanding, customer focused systems maintenance and support services, ensuring value for money and a responsive service to all customers.

You will deliver outstanding business solutions (systems) to drive the MTVH business including enhancement to BAU systems and their ongoing development in line with service plans and budget and create an innovative and a high performance culture in which the individuals and the team flourish.

What you will be doing
-Developing project plans to coordinate all the activities involved in delivering business change to MTVH project life cycle
-Procure, upgrade development business applications and lead them to delivery
-Manage internal and supplier resources to ensure that all business system activities (support, database management, training, development) are undertaken with minimal business disruption, and are properly documented
-Manage Business Systems risks
-Ensure that constraints and dependencies that may impact the delivery of the project are monitored to ensure that any changes are reflected in the project plans and proactively controlled.
-Advise internal clients on the implications of business trends, operating environment changes and company strategy
-Ensure all significant stakeholders are identified and actively engaged in the change process
-Full leadership and development of the Business Systems Team
-Provision of systems services to exceed service levels
-Workplan and resource management
-Ensure projects are delivered within agreed timescales, budget and to the scope agreed with sponsors and stakeholders
-Own the processes and procedures for managing changes to systems
-Deliver significant VFM by challenging the status quo
-With the Head of Business Systems negotiate commercial terms with external partners to ensure outstanding value for money
-Maintain the integrity of the business system databases including performance and capacity. Monitor work by suppliers and Technology teams to prevent damage, unauthorised modification or disclosure of information. Work with users and Technology colleagues to ensure that controls over data input are not circumvented, and that data is effectively backed up.
-Ensure staff are recruited, trained, managed, appraised and developed effectively to meet the needs of the business and in accordance with MTVH policies and procedures
-Liaise closely with colleagues in Infrastructure, Digital and Data teams to service delivered to internal customers is seamless
-Contribute to MTVH`s Data Protection by ensuring only authorised users have access, to those parts of the business systems and databases that are necessary to their function.

Skills and experience you need
-Educated to degree level
-Experience of working with an accommodation management system within a social housing provider
-Oracle R12.1.3 (Payables, Receivables General Ledger, I Expenses, Cash Management, Ebusiness Tax , Purchasing, IProc, HRMS, ISupplier, Payroll)
-Part qualified accountant or very good knowledge of the Finance business
-Experience of managing a business systems function, particularly within a social housing organisation
-Experience of DBA skills
-Experience of deploying agile methodology
-Must be able to manage projects using Prince 2 methodology
-Skills to deal with third party suppliers
-Experience of carrying out functional analysis and production of specifications
-Expert knowledge or experience of:
Functional Analysis, Problem Management, Incident Management, Change Management, Applications Support & Development, Release and Deployment Management
-Knowledge of Insight reporting tool, SQL, PLSQL and Toad is an added advantage

Personal qualities
-Experience of working with the Exec and senior decision makers
-A strong track record of leading an IS function to deliver business benefit
-Able to demonstrate previous experience successfully delivering in a customer focused business, resulting in high levels of customer satisfaction
-Articulate, excellent verbal and written communication
-Substantial experience of managing service delivery through 3rd parties
-Good working knowledge of Prince 2 project management
-Excellent working knowledge of system development processes
-Excellent communication skills coupled with high levels of energy and motivation
-Ability to work in a team and on own
-Able to make decisions under sometimes challenging circumstances.
-Strong leadership skills with the ability to develop and motivate team
-Work with the team promoting the importance of high levels of customer services to ensure the delivery culture of the group is both understood and maintained
-Takes a lead role in the selection, procurement development, configuration, implementation and subsequent support of Metropolitan Thames Valley applications

Other requirements
-Able to make decisions on requirements for resourcing on project and BAU work. Recognising and adapting to changing priorities
-Make recommendations on approach and resolution of application developments and BAU problems
