We are looking for:

As a Development Director, you will be accountable for increasing land supply for housing. You will take an innovative and entrepreneurial approach and lead your teams to de-risk sites, gain the necessary planning permission, and then sell these sites to a diverse range of housebuilders.  You will ensure that the Agency’s strategic goals around market resilience and modern methods of construction are embedded in the work of your teams.

This is a significant leadership and delivery role where you will be responsible for contributing to the Agency’s Key Performance Indicators (KPIs) and financial targets creating a return for future investments. You will ensure that the Agency’s strategic goals such as driving market resilience and promoting modern methods of construction are embedded in the work of your teams.

You will be expected to provide assurance on investment decisions, ensuring that business cases are robust and are commercially sound.

Our successful candidate will:
Work collaboratively across the Agency to create, discover and develop opportunities to increase housing supply that would not otherwise happen to building a long term pipeline of investable opportunities.

Effectively lead delivery of complex projects to meet/exceed annual and five year targets.

Ensure the co-creation of delivery strategies and the effective transition of projects from acquisitions to delivery, and throughout their project lifecycle.

Contribute to the annual business planning process and identify innovative approaches to improve performance of the Agency’s KPIs.

Lead and develop a high performing team, driving forward Homes England's mission and objectives, exemplifying the Homes England Way, leading and communicating organisational change and playing an active role in the Agency’s Wider Leadership Network.

Build up development and commercial capability of the team through coaching, and take forward talent management and resourcing decisions that promote diversity and inclusion.

Provide leadership to multi-disciplinary teams, drawing relevant skills and expertise from across the Agency to drive progress in complex, long term projects and enable development in priority places.

Effectively contribute to the overall leadership and management of the Development Directorate influencing and leading strategies for how a pipeline of land is acquired and managed and disposed of across its end to end life cycle with the Agency.

Work with relevant teams so that all statutory and organisational requirements for health and safety on sites, where Homes England have an interest or liability, are met and that risk assessments, risk mitigation, and reporting requirements are implemented, managed and maintained.

Implement and where appropriate contribute to the development of relevant policies, procedures and guidelines that support delivery of the Agency’s strategic plan.

Represent Homes England at external forums, as required, acting as a positive ambassador for Homes England promoting an excellent reputation as the Government’s housing accelerator.

The skills we would like are:
Extensive experience of working at senior level in the housing sector.

Deep knowledge and practical delivery of the residential development process, including site identification, valuations, land transactions and de-risking of sites, gaining planning certainty and selling of land for housebuilding.
 
Proven experience of developing a strong network of contacts within the public and private sectors.

Project management skills and the ability to provide leadership for multiple complex projects simultaneously.

Excellent and credible negotiator with ability to influence local authorities, housebuilders and other partners.

Inspiring and credible leader with track record of building high performing, diverse and inclusive teams.

Strong self-motivation with an entrepreneurial attitude.
 
Strong commercial acumen coupled with emotional intelligence and problem solving skills.
 
Providing coaching to staff especially for more complex acquisitions and commercial negotiations.
 
Preferably a degree in a property related discipline such as surveying, town planning and/or membership (or working towards such) of a professional body in the land and property discipline such as RICS or RTPI or other appropriate professional qualifications.

Knowledge of technical, legal and health and safety requirements.
