Housing Strategy and Enabling Officer - Grade 8

Salary: Grade 8, £27,508 - £33,008 per annum (pro rata)

Hours: Part time, 14.5 hours per week

Basis: Permanent

Location: Dereham, Norfolk

An exciting opportunity has arisen in our Growth team; we are seeking an ambitious individual to join us in supporting the provision of a range of housing to meet the needs of the residents of Breckland.

We are looking for someone with a positive attitude, a commercial mind-set, and a proactive approach to identifying opportunities and making things happen.

About the role

This post is part of the Housing Strategy and Enabling team at Breckland District Council in Dereham. The successful candidate will work with a range of partners to identify and proactively seek out opportunities to support the delivery of market, affordable and specialist housing in the district. You will work in partnership with others to attract investment, identify opportunities and work to ‘enable’ the provision of housing designed to meet the need for different types of housing in the district. 

Your experience will have given you the ability to assist in commissioning research designed to ascertain the need and demand for different types of housing provision in the district. You will be able to assist in, and where necessary lead on, the development of policy and strategies designed to ensure that need and demand for different types of housing provision within the district is met.

You will be confident leading complex negotiations with housing developers, Registered Providers and other partners in order to secure the appropriate supply, level, mix and quality of affordable housing within new developments including reviewing and commenting on the affordable housing provision within s106 agreements, including those with project viability issues.

You will have a broad understanding of working in a local council and of the political environment and the Council’s organisational structure. You will also have a broad understanding of the Planning system in relation to affordable housing delivery.

You have the ability to form and maintain strong professional relationships and are comfortable to stand your ground in the face of pressure. People like dealing with you because you are well organised, simplify complex matters in a way that they can understand and they can rely on you to consider the wider factors at play.

You naturally think strategically, connecting information and spotting opportunities which others miss. Continually approaching things in original and ingenious ways, you strive to come up with new and different approaches. You maximise your time and juggle to meet changing demands and solving problems.
