Appointment of an Independent Chair to the Regulatory Board for Wales

The post of Chair will be paid at £256 per day.

The Regulatory Board for Wales (RBW) examines the regulatory performance and activity of the Welsh Government and the housing sector, by considering annual reports and guidance from the Regulator, and other publications on the performance of the sector. RBW will use that information to advise Ministers on the performance of the regulator, the sector and any related policy implications and therefore on any changes required to the Regulatory Framework for Housing Associations in Wales.

The Independent Chair will have:

  • a sound understanding of the political and policy framework and be able to offer policy advice and guidance to Ministers and civil servants
  • ideally, a background in housing provision and housing policy, and an understanding of public service, regulation and the non-profit housing association sector
  • established chairing skills and be comfortable with working with a Board with diverse skills
  • the appropriate standing and relevant expertise to secure the support of Housing Associations in Wales, tenants and the wider community as represented in the RBW and
  • a commitment to inclusive leadership and equality of opportunity.

The Independent Chair is expected to spend at least 6 days per quarter on RBW business. RBW business is conducted in locations across Wales.

Bwrdd Rheoleiddio Cymru (RBW) yn archwilio perfformiad a gweithgaredd rheoleiddio Llywodraeth Cymru a'r sector tai, trwy ystyried adroddiadau blynyddol ac arweiniad gan y Rheoleiddiwr, a chyhoeddiadau eraill ar berfformiad y sector. Bydd RBW yn defnyddio'r wybodaeth honno i gynghori Gweinidogion ar berfformiad y rheolydd, y sector ac unrhyw oblygiadau polisi cysylltiedig ac felly ar unrhyw newidiadau sy'n ofynnol i'r Fframwaith Rheoleiddio ar gyfer Cymdeithasau Tai yng Nghymru.

Bydd gan y Cadeirydd Annibynnol:

• dealltwriaeth gadarn o'r fframwaith gwleidyddol a pholisi a gallu cynnig cyngor ac arweiniad polisi i Weinidogion a gweision sifil
• yn ddelfrydol, cefndir mewn darpariaeth tai a pholisi tai, a dealltwriaeth o wasanaeth cyhoeddus, rheoleiddio a'r sector cymdeithasau tai dielw
• sefydlu sgiliau cadeirio a bod yn gyffyrddus yn gweithio gyda Bwrdd â sgiliau amrywiol
• yr arbenigedd sefydlog a pherthnasol priodol i sicrhau cefnogaeth Cymdeithasau Tai yng Nghymru, tenantiaid a'r gymuned ehangach fel y'u cynrychiolir yn RBW a
• ymrwymiad i arweinyddiaeth gynhwysol a chyfle cyfartal.
 


Disgwylir i'r Cadeirydd Annibynnol dreulio o leiaf 6 diwrnod y chwarter ar fusnes RBW. Cynhelir busnes RBW mewn lleoliadau ledled Cymru.

Mae'n bolisi gan Lywodraeth Cymru i hyrwyddo ac integreiddio cyfle cyfartal i bob agwedd ar ei busnes gan gynnwys penodiadau i gyrff cyhoeddus.

Mae'n croesawu ac yn annog ceisiadau gan grwpiau sydd heb gynrychiolaeth ddigonol ar hyn o bryd gan gynnwys menywod, cymunedau lleiafrifoedd ethnig a phobl ag anableddau. Bydd egwyddorion cystadleuaeth deg ac agored yn berthnasol a bydd penodiadau'n cael eu gwneud yn ôl teilyngdod.
