We are looking for:

Reporting directly to the Chief Risk Officer, this role is of key strategic importance for Homes England as the organisation undergoes a significant amount of institutional change.  The role holder will lead a team of 10-15 staff members responsible for identifying, measuring, monitoring and reporting on Operational, Cyber, Change and Transformation Risk plus Health and Safety throughout the Agency.

The successful candidate will need to demonstrate both experience and technical understanding of Risk and Control Self-Assessments, ISO and Government standards, Cyber Security and Change/Project Management. Crucially this requires both an ability to dive into the detail and also take an informed, insightful and strategic view of the risks confronting the agency.  This will mean looking for weaknesses in organisational controls, efficiencies, processes, systems and structures in order to advise the Chief Risk Officer and Executive Directors on risks relative to the Board's Risk Appetite and the effectiveness of mitigation strategies.

 

Our successful candidate will:

  • A key part of the role is to be responsible for second line assessment and critical analysis of the Risk and Control Assessments (RACAs) plus Operational Risk reporting.
  • Responsible for the continuing assessment of strategic weaknesses in processes and controls across the organisation.
  • Senior Responsible Owner (SRO) for operational risk investigations across the organisation.
  • Responsible for Second Line of Defence (2LoD) cyber security, information security, information confidentiality and information integrity.
  • Responsible for a 2LoD view of physical security, health, safety and environmental risk.

 

The successful applicant will have:

  • Desirable in-depth experience in operational risk, if the person also holds professional risk certificates or memberships that would enhance their application.
  • Demonstrable experience of change management to ensure operational risks in a changing and growing environment are mitigated, understanding and advising across the Directorates of Homes England regarding potential risk scenarios.
  • This individual would be expected to have in-depth experience and knowledge of risk management, this person's team will have the ability to investigate all operations within the Homes England organisation, so has a very wide and all-encompassing remit.
  • Ambitious - this individual is a main driver to change in their area and as such will be a leader of change and improvement, have the desire to strive for better in their field and support the organisation to this aim.
  • Collaborative - working with departments across the Agency to collaboratively identify issues and develop solutions.
