An exciting opportunity has arisen within the Housing Team at the Cambridgeshire and Peterborough Combined Authority (CPCA)

The Authority was established in March 2017 as a result of powers being devolved to it by Central Government most particularly in regard to securing major developments and improvements in respect of Transport, Housing, Education and Skills across the region with a vision to make Cambridgeshire and Peterborough the leading place in the world to learn, live and work.

 

Key Responsibilities

To deliver service excellence in providing development management skills and solutions, predominantly for the assessment, processing, addition and delivery of residential schemes in the £170m programme.

  • Assist in the assessment of development opportunities, review appraisals, loan or grant applications for residential development schemes.
  • Assist in negotiations to enable progress of residential development opportunities, funding and agreements.
  • Assist in the co-ordination and appointment of advisers and consultants as required to support projects, including securing internal approvals.
  • Identify and co-ordinate property development solutions, potentially including office to residential conversions from inception through feasibility, design and planning stages to construction and completion.
  • Provide support to identify issues and critical paths, create property strategies for larger scale residential projects, new garden cities and regeneration schemes.
  • Ability to understand and present to Senior Management complex property issues and solutions.
  • Identify, review and provide all necessary technical information to assist in assessing applications for project loans or funding.
  • Ensure effective transition to scheme build phases, monitor scheme delivery and funding or drawdown requests.
  • Review and approve invoices and applications for approved grant and loan drawdowns alongside finance colleagues.
  • Identify, articulate and help to manage risks in all proposed development activity.

 

Key skills

  • RICS qualified or currently preparing to undertake the RICS Assessment of Professional Competence in a General Practice, Property Development or Investment related discipline.
  • Degree level or equivalent standard of general education.
  • Full driving license.

 

Experience

  • A minimum of 18 months working experience, preferably with some property development residential sector or planning related experience
  • An understanding of property development
  • Able to assist in the analysis of multi- phase project cash flows and feasibilities, including loan applications incorporating debt and equity
  • Ability to develop strong relationships and partnerships with a range of stakeholders at all levels
