Summary

This is an overview of the role: We are looking for an outstanding individual to build and lead a small team focussed on developing and establishing new guarantee products. You and your team will interface across the finance and property markets to understand the drivers and incentives at play, before designing solutions, which support and influence the market to build more homes. You will work with key stakeholders within Homes England, the Ministry of Housing, Communities and Local Government and HM Treasury to generate support and create momentum for new housing guarantees, considering good governance, risk management and operational fluidity, to provide credibility and longevity to the products you create. We are looking for an accomplished leader with strong influencing skills including the ability to negotiate to drive strong commercial outcomes. You will also have experience of both residential property and financial transactions including capital markets. To be successful, you will need to maintain positive relationships with a very broad range of industry stakeholders including developers, house builders, institutional investors, strategic landowners, contractors, housing associations, housing manufacturers, financiers and professional advisors. In addition, you should build strong relationships with colleagues across the Agency sharing knowledge and skills and working collaboratively to achieve shared ambitions. There will also be an expectation that the role will engage extensively with MHCLG and other government departments in the course of business. This role holder will report to the General Manager, Products, Markets and Strategy and play an important role in meeting the corporate objectives of the Agency and delivering the Directorate business plan.

Job Description:

The successful person will be responsible for: Develop a comprehensive understanding of current government housing policy. Maintain strong industry relationships across a broad range of stakeholders in the sector. Own and influence key senior relationships both internally and externally including ministers, senior civil servants, the Board and other stakeholders to achieve successful delivery and contractual execution of guarantees. This will mean ownership of annual delivery targets and demonstrating contribution to the organisation's objectives. Work with the Agency’s central research and information team to build a comprehensive understanding of the housing market and its multiple sub sectors. Use research and analytics to determine the impact of our interventions, inform investment strategy and develop new products. Utilise the new £8bn government housing guarantees capacity, identify, design, establish and implement new products and strategies in conjunction with teams from across the Agency and wider stakeholders.  

Responsibilities

In order to complete the responsibilities of this role the successful candidate will have:

Essential: Strong written communication skills and in particular, the capacity to simplify complex and often abstract concepts so that they are understood by a wide range of stakeholders. An understanding of government housing policy and the housing market. A thorough knowledge of the residential market across all tenures, including land, planning, construction sales and rental aspects. Thorough knowledge of the residential development and investment finance market. A comprehensive understanding of a range of investment structures and financing tools. An ability to generate new transactions aligned to specific organisational priorities. An ability to influence multiple stakeholders to gain consensus on the form of complex transactions.

Desirable: Experience of managing due diligence processes to tight timeframes. Knowledge of the structure and intent of guarantee products including the interaction with debt raising options to fund projects. Capital markets experience including the process for bond ratings and issuance. Experience of managing multidisciplinary project teams, external stakeholders, professional advisors, and an understanding of risk identification, mitigation and management.
