We are looking for:

This Senior Economist role will sit within a central function comprising economists, researchers, market analysts, and geospatial experts that drives business development. Playing a crucial role in supporting this wider analytical function, it will help continue to embed analysis within Homes England decision making ensuring we intervene in the right places to disrupt the market and drive efficient and effective outcomes.

Specifically the role will: take the lead on robust research, analysis and/or evaluation of Homes England’s housing interventions; help develop and implement agency-wide standards and processes that underpin research; embed research and analysis within the agency and beyond; and undertake on-going analysis of markets that impact on housing development.

Our successful candidate will:

To support the Chief Economist and all analytical Heads of service to deliver the agency's combined Research and Analysis Plan.  Outputs from this plan will provide insights that drive business development that generate sustainable housing markets.

To support the Head of Research and Analysis in the establishment of robust systems, processes and standards for all research and analysis undertaken by Homes England. 

To lead projects in partnership with the Economics team and Spatial Solutions team, to enhance Homes England's understanding of the economic case for intervention in the housing market. 

To lead projects, as part of multi-functional analytical teams, that undertake specific research, analysis and evaluation activities to embed the culture of a ‘learning organisation’. 

To lead projects that assess macroeconomic fundamentals and the housing market, providing analysis and strategic insights to inform decision making, mitigating risks and driving business development.

The skills we would like are:

Experience of developing and implementing multi-faceted research and analysis programmes.

Experience of commissioning and contract managing research and analysis project and/or programmes.

Innovative thinking that uses research and analysis to drive new business improve processes and data visualisation across functions.

Able to lead cross-cutting projects, co-ordinating activities of diverse teams of colleagues - adapting management style as appropriate and valuing everybody as an individual.

Able to work collaboratively, engaging and influencing colleagues internally and externally at all levels across the agency and set standards and expectations about how people will work together.

Markets, Partners, Places is a brand new directorate, created to drive Homes England’s mission and objectives across the country to help fix the broken housing market. It utilises its deep understanding of markets to set a strategic vision for the agency and to build a long-term pipeline of investable opportunities that anticipates future market needs.  It will move beyond opportunistic and programme based interventions towards a strategically led approach, using the whole portfolio of Homes England’s products, skills and powers to unlock housing and to deliver Homes England’s mission.
