This is an overview of the role:

Homes England is working towards becoming a mission-based organisation. The key principles for achieving this are:

-Single Pipeline – teams and individual involved in the whole process of the development journey from identification and acquiring sites to disposal and beyond.

Your role in the Agency, is to use your specialist skills and planning knowledge to unblock, de-risk, develop and deliver large and complex sites to meet government targets and ambitions for increased housing supply and home ownership. Examples of  the large scale sites you could work on, may include:-

-Northern Arc development in Burgess Hill
-Northstowe, Cambridge
-Ifield in Horsham, West Sussex
-Great Kyne, Peterborough
-Charlgrove, Oxfordshire
-Other national key strategic land being promoted for development or being delivered as part of the Agency’s ‘Master Developer’ role.

In addition, working with colleagues within the local delivery teams, as part of cross functional, agile, multidisciplinary team(s) with the opportunity to work on a wide range of projects/programmes across many land and development issues. It is a very exciting time for Homes England and you will be part of the team setting new goals for achieving high quality communities and accelerating the delivery of homes in which people want to live. 

The post holder must ensure that they are mindful of local partner’s aspirations when planning and delivering relevant projects and programmes while also acting as a conduit for corporate and government messages.  

The successful person will be responsible for:
To contribute to the delivery of annual targets that relate to large strategic sites or sites owned by Other Government Departments where Homes England is working in partnership with the owners as directed and captured in the relevant local Business Plan. 
To provide planning and enabling advice, assisting in the delivery of a pipeline of future investment/development opportunities to support government targets and ambitions.
To take responsibility for advising on planning and enabling matters in relation to an identified group of complex large scale sites in accordance with established milestones ensuring the strategies for progress towards delivery are mindful and complimentary of local partner’s own aspirations.
To be responsible for the procurement of consultants as and when required. This will involve preparation of ITT’s, scoring and interviewing.
To proactively project manage elements of large scale and complex projects and sites. 

In order to complete the responsibilities for this role, the successful candidate will have:
Relevant degree level or planning equivalent experience (MRTPI).
A Chartered Town Planner with substantial and relevant post qualification experience
Appropriate professional membership.
To contribute to the delivery of annual targets that relate to large strategic sites or sites owned by Other Government Departments where Homes England is working in partnership with the owners as directed and captured in the relevant local Business Plan.
To represent the Homes England where directed and advocate the Homes England’s role in supporting driving up housing supply, increasing home ownership and supporting devolution and local growth.
