The Head of Private Sector Housing Standards plays a key role in the overall strategic direction of the Council, as half of all families in Newham rent privately. The role provides policy leadership and direction on all private sector housing issues for the Borough, including projects on a pan London basis. Primarily delivering on Newham’s vision and corporate strategy in relation to the Borough’s private sector housing, the role makes measurable contributions to the wellbeing of our residents.

Leading a number of multidisciplinary teams, the Head of Service is influential in creating, developing and supporting partnership relationships across the Council. Having oversight of the teams accountable for the provision of required frameworks, the role ensures a comprehensive Borough-wide housing service for our residents.

Included in the service offering are areas of:

  • Licensing administration, enforcement & cross-tenure housing advice
  • Regulation & control of landlords
  • Housing related public health projects
  • Managing empty properties
  • Encouraging energy efficiencies in all types of buildings
  • Houses with multiple occupations
  • Undertaking area based renewal activities
  • London wide projects tackling private sector housing issues

About you

We are looking for an exceptionally talented individual with the energy and enthusiasm to deliver innovative services, aimed at improving the lives of residents and people that make up the vibrant communities of Newham.

Inspiring innovation and partnership working, you will be able to lead, develop and direct policies to enhance and maintain service delivery. Displaying a collaborative management style with the ability to engage, motivate and drive teams to implement continuous improvement initiatives, you will have proven experience in transforming teams to achieve operational excellence, promoting good working cultures.

Demonstrating strong experience in either Housing, Environmental Health, Property Licensing, Housing Law, Project Management, Construction or similar services, you will have extensive knowledge of housing policies, in addition to the major influences/ challenges faced by local government, London and national housing market.

To be successfully shortlisted for the position, you must be able to evidence the following within your application:

  • Expert knowledge of private sector housing and renewal issues and ability to develop and implement comprehensive improvement strategies.
  • Expert understanding of the relevant housing legislation and the legislative framework in related areas like finance, enforcement and planning.
  • Proven track record of management experience at a senior level.
  • Significant practical experience of delivering strategies and services to address private sector housing issues.
  • Financial planning and budget management skills with substantial budgets and business management skills.
  • Project management at a senior level.
