We need an experienced, passionate, agile, dynamic, creative and inspiring Housing Development Programme Manager to join our Housing Team and lead on our growing council housebuilding programme.

About the job:

If you’re an experienced and collaborative individual you could become a part of team to provide technical management for the development of new council housing, and support additional affordable housing development in Luton by external partners.  The post holder will be responsible for all stages of council home development including

•           site identification

•           financial appraisal

•           commissioning work including professional services and construction contractors

•           monitoring the construction

•           operational budget responsibility for the programme

As a Housing Development Programme Manager, you will therefore be managing a programme of multiple projects worth up to £15M, which are time-critical in terms of the impact on the Housing Revenue Account.

About You:

To be successful in this role, you will need in-depth experience of housing development, seeing sites through from inception to completion, as well as project and programme management including capital project budget management.

It is essential that you are able to manage positive relationships with a wide range of partners, negotiate, persuade and influence others at a senior level and achieve agreement and consensus. Well organised with the ability to manage multiple work streams, at different stages of development simultaneously, work under pressure and prioritise work.

We do ask that you have knowledge of building methods and development process including property acquisition, planning & building regulation procedures; evidence of continuing professional development.
