Greenacre Recruitment are working alongside a housing provider in East London to recruit a permanent Property Services Manager.

The job will include management of responsive repairs service & contractors, management of capital expenditure, component replacement and environmental sustainability programmes and to ensure compliance with all statutory & relevant regulatory requirements (including; CDM, Fire Safety, M&E, legionella, asbestos and the decent homes standard) including the monitoring and influencing of superior landlord’s compliance.

Job Purpose

  • Manage the delivery of a responsive repairs service for tenants and residents of properties owned by the association including but not exclusively: call handling service for residents, diagnosis and response, placing orders and contractor management, all in adherence to statutory, regulatory requirements and best practice
  • Lead the Asset team, setting targets & goals and managing performance of individual team members
  • Design and procure the necessary asset management contracts and be the client manager for those contracts
  • Prepare for approval planned, preventative & cyclical maintenance programmes in line with the Asset Management Strategy and Investment Plan utilising asset management systems as necessary
  • Verify repair/improvement work carried out by the Providers/Contractors and/or it’s Agents
  • Assist as required in the negotiation of purchases, leases and other contractual arrangements, with individuals, companies, housing associations and local authorities in consultation with the company’s advisers, and to ensure that these conform to the company’s policies and standing orders
  • Produce contract documents for invitations to tender, examine tenders and recommend particular contractors for works
  • Performance monitor consultants, contractors and their agents
  • Prepare and present progress and other management reports of progress and performance to EMT, Committees, Board and Partnership meetings
  • Manage the ‘hard facilities management’ function for our head office
  • Manage and monitor the Repairs & Maintenance budget and ensure that expenditure is controlled
  • Manage the Capital Works Programme and its expenditure
  • Establish and maintain good working relationships with client boroughs, their managing agents, contractors and all other stakeholders including Tenant Involvement.
    Liaise with Council Officers, Housing Association staff, Government Departments, The Homes and Communities Agency, and other housing and property agencies as appropriate
  • Ensure all works undertaken to properties owned by the client either by Providers, the Council or directly appointed contractors are carried out in compliance with the contract/procurement criteria specification and standing orders of the association and Health and Safety at Work Regulations

Essential Criteria

  • Qualified in Housing Maintenance (or equivalent) or Evidence of continuing professional development
  • Experience of using and maintaining Keystone asset management software
