This is an overview of the role:

Homes England have been allocated £5bn in Affordable Housing (AH) Budget to deliver starts by 2021 and more recently a further £7.4bn for starts by 2026. The role will provide portfolio management support and timely local forecasting of expenditure trajectories to underpin the AH programme function's planning, delivery and overall management, working collaboratively with internal and external customers to promote a consistent service and outward engagement approach. This role will :
 -  Be responsible for managing a portfolio of providers, to ensure the successful delivery of contracts ensuring the AH meets targets and outputs.
 -  Manage a delivery support team to provide accurate and timely forecasting of expenditure and output trajectories to underpin the planning, delivery and management of the affordable homes programme.
 -  Ensuring the timely, accurate and efficient processing of transactions to support the effective delivery.

The successful person will be responsible for:

•  Managing contracts across a portfolio of investment partners including Strategic Partners, national and / or local RPs, LAs, URBs, specialist and community providers, to ensure delivery. This role will have specific responsibility for partners based in the North West and will include travel to meetings in that location as required.
•  Managing team and be responsible for contract/portfolio management of investment partners, deploying resources appropriately to meet targets and respond to changing priorities and business needs.
•  Advising and guiding partners through contract requirements to enable the delivery of individual programmes, drawdown of grant funding and delivery of outputs.
•  Ensuring and managing the timely, accurate and efficient processing of transactions to support delivery of affordable housing grant and the wider AH programme. This role will have responsibility for detailed programme managing the programme across the team to produce timely and accurate reports.
•  Continuously review performance and ensure robust forecasting for consistent delivery throughout the financial year.


In order to complete the responsibilities for this role, the successful candidate will have:

•  Relevant degree, professional qualification or equivalent experience.
•  Knowledge of the key current policy issues affecting affordable housing sector.
•  Experience of contracting, programme management and housing delivery, excellent analysis skills specifically forecasting and budgeting using excel and business intelligence.
•  The ability to  work collaboratively, engaging and influencing colleagues internally and externally at all levels across the agency using commercial expertise and budgetary information to challenge delivery.
•  Ambition about exploring and implementing new approaches, demonstrating industry best practice and value for money.
