18 month fixed term contract / secondment opportunity (attracts a Market Supplement of £2161)

We are seeking a talented and experienced Programme Manager to lead our Housing Management System Migration ICT Programme. Reporting to the Head of Housing Transformation and working closely with a range of managers across Housing Service, you will be responsible for managing the delivery of a programme that will implement a new Housing Management system.

The programme manager will be focused on decommissioning the legacy system (Universal Housing) in the next 18 months. Our objectives are to: migrate from UH quickly, safely and with the least possible disruption to essential housing service business activities; You will initiate service functionality specification, complete the programme with a clear roadmap for further improvements.

Working alongside our ICT Programme Manager, you will help ensure delivery of the system implementation as part of a programme of work that will open up new channels of customer communication and engagement, transforming service delivery through enhanced functionality including workflow and task management and streamlined, simplified processes, facilitate joined up services and partnership working whilst reducing administration costs and overheads and increasing revenue.

As a Programme Manager, You will also have a robust background and knowledge of housing service delivery and possess a background of both hands on technical Programme Management and of leading teams.

We are looking for a person with a wide-ranging portfolio of skills. It is preferable you have experience of delivering a large scale housing system working collaboratively in the Housing field to deliver a programme through to completion within tight timescales.

You will have a graduate level or equivalent professional qualification, along with excellent knowledge and experience of using project and change management concepts and methodologies in ICT projects/programmes e.g. PRINCE2, AGILE, MSP, LEAN, (or equivalent). A strong record of effective leadership and stakeholder and expectation management is also key.

This work can be done remotely but will require weekly reporting (eg via show & tells) to involve key stakeholders and regular engagement with practitioners through video conferences. We will provide access to key systems to project team members where required.
