This department is responsible for housing, communities and improving the lives of local residents.  This includes landlord services and estate management, planning, refurbishment, and advice and support to help maintain healthy and safe homes. A significant part of our work is focused on creating stronger communities, by working together with local residents on recovery following the Grenfell tragedy.   In response to London’s affordable homes crisis, we are committed to building more social housing to help people on lower incomes to live, work, and raise their families in the borough. Our housing team also work closely with affordable housing providers and other agencies to manage homelessness and give support to older residents to live independently.  

The Role:

Following the reorganisation of the housing management property services team we are entering a period of change for us and the social housing sector. At RBKC our residents are at the heart of all we do. You would be working for a dynamic team that would manage the financial issues and apply cost control procedures related to the procurement and delivery of the Council’s extensive Capital Housing investment programme. 

The investment includes the building fabric as well as M&E schemes, with a total value circa £267M over seven years.

This role would entail providing professional advice on appropriate procurement routes to obtain best value. The post attracts significant financial responsibility with a requirement to report on the day to day financial aspects of capital projects as directed; ensure proper financial monitoring of contractors’ cost/price structures as they relate to capital and revenue provisions.

 

About You:

Are you an experienced property professional that has the drive, knowledge and track record to deliver in a fast-pasted environment? You would be required to provide professional advice on appropriate procurement routes to obtain best value. 

You would have significant financial responsibility with a requirement to report on the day to day financial aspects of capital projects.

You would be required to ensure proper financial monitoring of contractors’ cost/price structures as they relate to capital and revenue provisions. 

Strong organisational skills would be essential for producing a positive outcome of great value.  You will possess extensive relevant technical knowledge and experience preferably gained within a housing environment with a good knowledge of contracts.

Role Requirements:

The candidate would be required to: 

Perform the role of PQS where required  Collect, collate, analyse and contrast all cost information  To carry out financial monitoring, management and reporting  Assist with undertaking feasibility studies and cost / benefit analysis.  Perform risk and value management, cost control and monitoring, and valuing variations, valuations and claims. Advise on and developing suitable procurement strategy on all schemes.  Identify, analyse and develop responses to commercial risks. Review interim and final accounts submitted by contractors. Raise purchase orders on the SAP financial system and managing the payment processes for all contractors and consultants. Provide advice on contractual claims. To have a full understanding of building contracts  Participate in the preparation of detailed tender analysis reports Provide financial analysis as required including the production of cost/valuation reports. Identify and advise on key performance indicators. To work alongside a variety of professional contacts and officers. Analyse outcomes, resolve issues and drive service improvements. Prepare tender and contract documents,  Ensure all commercial areas are managed in accordance with contract and financial rules and regulations. Comply with organisational standards, using policies and procedures in place. Understand and implement the requirements of health, safety and fire regulations.
