Summary (overview of role):

We are looking for a Director Consumer Regulation to join us - the role can be based in either Manchester, Leeds, Birmingham or London.

The Government’s Social Housing White Paper sets out the importance of safe, decent homes for social housing tenants and of social housing landlords being transparent and accountable to their tenants, with an expanded role for the Regulator of Social Housing.

The role of the Director of Consumer Regulation is to establish and lead the new Consumer Regulation Directorate, taking a lead role in designing and shaping the team to ensure the effective delivery and implementation of proactive consumer regulation.

Job Description (the successful person will be responsible for):

The successful candidate will work closely with the Chief Executive, Executive Group and Board to ensure that the approach to consumer regulation meets the Board’s vision and operates in line with its risk appetite. Initially, they will work with colleagues in the Strategy Directorate to support the development of a new consumer regulation framework and regulatory approach, ensuring that the needs of tenants are central to the design of the new system.

The Director also plays a key role as part of the Executive team, reporting to the Chief Executive. The Executive team provides the leadership of the regulator; its role is to ensure that the strategic direction set by the Board is implemented and that we operate as a single, organisation that works collaboratively to deliver its statutory purpose, ensure value for money and efficiency in its operations and maintains the confidence of a wide range of stakeholders.

Responsibilities (In order to complete the responsibilities of this role, the successful candidate will have):

The successful candidate will have a track record of delivering results at a senior level in a social housing, tenant or consumer, and regulatory environment.  They will have experience of successfully managing relationships at Board and Executive level with authority and credibility.  With a track record of engaging effectively and meaningfully with diverse groups of tenants and/or consumers to deliver high quality service that meet identified needs, the post holder will have knowledge of corporate governance and risk management in a regulatory environment.

The post is available on a 3-year fixed term basis in the first instance to oversee the creation of the new Consumer Regulation function.  We will then review progress to date and the most appropriate structure for the ongoing delivery of consumer regulation.

General Information:

Location

Our staff are currently working from home due to COVID restrictions.

RSH’s core offices are in Manchester, Leeds, Birmingham, and London.  Our posts can be successfully carried out from any RSH office unless otherwise specified in the job information.  We offer flexible working arrangements and staff can work from home for part of their hours.

Most roles involve some travel within England between our offices, and some roles also involve onsite visits to social housing providers.

In line with Government requirements to reduce the number of Civil Service and NDPB roles based in London, we only advertise roles in London which need to be there for business-critical reasons.

Interviews

Interview dates are TBC and will be held via Microsoft Teams due to the current closure of RSH offices and staff working from home.

The salary for this role is a spot salary within the given range, which will normally be the minimum of the range.  Annual salary reviews are determined by the government pay award. In addition, when the probation period is successfully completed, a performance related bonus may be awarded, based on appraisal ratings at the end of the qualifying appraisal year.
