It’s an exciting time to join the Community Wellbeing team within Spelthorne. Construction is nearing completion for our redeveloped temporary accommodation for families, and our brand-new purpose built supported accommodation for single homeless residents. We have just launched our ambitious Homelessness & Rough Sleeping Strategy 2020-25 which aims to end the use of bed and breakfast accommodation, promote independence and wellbeing, and maximise the use of the private rented sector for homelessness prevention and relief. We are working closely with partners to deliver innovative and appropriate options to facilitate discharge from hospital and prevent admissions.

In addition to all this, the Council is embarking on an ambitious housing delivery programme to meet the housing needs of local residents, including a significant proportion of affordable homes.

To support this work, we are looking for a Housing Data & Contracts Officer who can cover two main areas of work. The first is to monitor the performance of organisations funded by the Housing Options service. This will include the Council’s new developments at Harper House and White House, but also organisations like Spelthorne Rentstart and Citizens Advice Runnymede & Spelthorne. The second is to provide expert support in the field of data collection, storage and reporting. This is a crucial role for the service as we work to achieve our strategic aims of reducing and preventing homelessness and rough sleeping and promoting independence.

To be successful in this role, you must have exceptional ICT skills on the Windows platform, in particular Microsoft Excel, to the extent that you are also able to support colleagues in this area. You will be able to demonstrate experience of organising and manipulating large volumes of data, identifying emerging themes and trends, and translating them into Plain English for a variety of audiences. You will also be very comfortable working with numbers as you’ll be monitoring service budgets.

We are looking for someone who is able to critically and constructively challenge recipients of funding from and contractors of the housing service. As a result,  you’ll need to have attention to detail and patience, as well as knowledge of contract performance management, ensuring quality assurance at all times. In managing contracted services, you will be required to carry out site visits to check compliance, and this will involve travel. As a result, you’ll need to have a car available and insured for business use, for which a casual mileage allowance is payable. Naturally, reasonable adjustments will be considered in line with the Equality Act.
