The Grosvenor Hart Housing Project

The Trustees of the Grosvenor Estate have an ambition to make a lasting positive social impact by addressing the housing needs of low-income households in the UK and are seeking a Implementation Project Lead to support the design and implementation of this new initiative as part of a dedicated team.

Vision

The Trustees have defined a vision for the project, namely:

“Deliver lasting and scalable social benefit by enabling vulnerable children and young people and their families to access secure homes and related services within supportive communities, and by doing so allowing them to thrive and achieve their potential.”

Strategy

Grosvenor’s strategy for the project is to focus on addressing the housing needs of low-income households:

  • Which include children and young people
  • Where there is an opportunity for early intervention; and initially
  • In Chester, Southwark and Westminster; places where Grosvenor is active.

Following a period of detailed research into the broad landscape of housing needs and supply, we have established that:

  • Structural changes in the UK housing market including the growth in the PRS have led to a growing number of low-income households living in insecure homes, including temporary accommodation.
  • The lack of a secure home has a profound impact on the life chances of children and young people; and
  • A significant proportion of these needs in the locations we have identified could be met based on a credible level of investment for Grosvenor working with like-minded partners focussed on social impact.

Purpose of role

The role of the Implementation Project Lead will be to lead the set-up and mobilisation of two Proof of Concept projects (PoCs) within Southwark and Chester and own local stakeholder relationships. This will involve working closely with local partners to ensure that the structures and processes required for effective delivery of housing and related services are established during site preparation, and that these processes are maintained to ensure quality service delivery.

This role will require the Implementation Project Lead to develop effective stakeholder relationships and line management of the Intensive Housing Management Support Worker (who will be employed by a delivery partner). Through this work the Implementation Project Lead will identify learnings from delivery that will inform the future Hart strategy.

With great access to senior individuals in the business, this role offers the opportunity to influence the creation of a new area of business for Grosvenor with a strong focus on social impact. This is an excellent opportunity to develop knowledge and skills in a large, multi-sector property and development business.

Key responsibilities

  1. Work closely with the Director to establish the partnerships before taking the lead in embedding and managing the partnerships.
  2. Manage local stakeholders and coordinate internal regional working groups comprising GBI or Rural Estates and Westminster Foundation teams to ensure all Hart activities are well coordinated with core Grosvenor business activities.
  3. Develop a local coalition of support around the Theory of Change and approach to impact measurement.
  4. Day-to-day oversight of local Hart delivery and joint line management and responsibility of the work of the IHM Support Worker. Where required, [quarterly] contract management of local support providers and other partner agencies to identify progress, key risks and implement solutions to improve outcomes. Flagging key items to the Programme Director in advance of partnership review meetings.
  5. Day to day oversight of impact and performance of local PoCs, including [monthly] reporting to the Director and [quarterly] reporting to the Steering Committee.
  6. Financial assessment of new PoCs, or potential to scale up concepts within the borough, and development of business cases to support these initiatives.

Key relationships

The Implementation Project Lead will report to the Hart Programme Director. They will need to build strong relationships with a broad range of internal and external stakeholders as indicated by the range of responsibilities outlined above.

Key requirements

  • Excellent programme management skills
  • Skilful manager of stakeholder relationships, willing to apply challenge where appropriate
  • A genuine commitment to helping improve the lives of low-income households
  • Entrepreneurial, collaborative approach to problem-solving
  • Strong numerical and analytical skills, able to compile and validate budget reports and cash flow analysis
  • High level of attention to detail but ability to step back and observe the bigger picture
  • Experience in the field of low-income housing and/or working with vulnerable children and young people desirable but not essential
