Assistant Development Programme Manager

Accent has an exciting opportunity for an Assistant Development Programme Manager to join our expanding Development and Growth Team. We are building our capacity and expertise to increase the delivery of new affordable homes in key growth areas and achieve our ambition of completing more than 400 new homes per annum.

The successful person will bring experience and expertise in programme management, ideally in a development environment, in order to provide a full programme management service for Development & Growth. The postholder will drive improvement in performance monitoring and reporting internally and externally.

The successful candidate will support the Development Programme Manager to maximise affordable housing grant from Homes England and represent Accent in external networks and partnerships.

Being an Investment Partner for Homes England, Accent also accesses funding on behalf of other Registered Providers and developing organisations. Part of the role is therefore focused on monitoring and reporting on partners’ performance and managing systems and processes associated with that responsibility. Strong communication skills and experience of working with multiple stakeholders is therefore essential.

 

As Assistant Development Programme Manager a typical day might include:

 

Development

 

Supporting the development and continuous improvement of systems and processes used by Accent’s Development team, in particular our use of Proval and Sequel, providing or facilitating access to training for colleagues as required

Providing accurate and timely information to support other teams across Accent - in particular Sales, Finance, Assets and our Customer Partners. Contributing to and leading on the development and improvement of business processes relating to the handover of new affordable homes to Assets and Sales

Working with Finance Business Partner(s) to ensure accurate cashflow forecasting and posting of actual expenditure as part of the monthly business cycle

Supporting programme information requirements of corporate governance (Board and committees) and wider Corporate Strategy and Business Plan activities eg. monthly reporting against scorecard targets and KPIs

Responding to requests for information from local authorities, National Housing Federation and other partners and networks - for example Homes 4 North, West Yorkshire Housing Partnership and Homes for Cambridgeshire & Peterborough

 

Supporting Delivery through Affordable Housing Grant

 

Supporting the Development Programme Manager to maximise affordable housing grant from Homes England whether as a Lead Partner, Strategic Partner or Delivery Partner

Managing Accent’s programme within Homes England’s Investment Management System (IMS)

Developing and maintaining knowledge and understanding of funding rules and requirements in support of Accent’s project managers and partners, so that funded schemes comply with all Homes England Compliance Audit requirements as set out in the Capital Funding Guide and various funding agreements

Supporting the Programme Development Manager to manage the annual Homes England Compliance Audit process

 

Where Accent is Lead Partner / Strategic Partner

 

Supporting the Programme Development Manager to develop and manage effective programme management systems and processes to monitor and report on the progress of the Accent Consortium’s programmes against agreed targets

Gathering and reviewing performance information from Accent’s partners, providing challenge if necessary to ensure robust and accurate monitoring of partners’ delivery and managing and reporting schemes in IMS

Chairing and / or attending meetings on behalf of the Programme Development Manager in Accent’s capacity as a Lead Partner or Delivery Partner

 

Financial Awareness

 

Supporting project managers to ensure that all capital projects are carefully monitored and recorded in Sequel and all cash flows are updated on a regular basis

Working with Finance and other teams to monitor Accent’s development expenditure and grant income

 

 The must haves

  • Demonstrable experience of managing projects & programmes including management of public funding, ideally in a development or housing environment
  • Knowledge and understanding of Project and Programme Management approaches and methodologies
  • Knowledge and understanding of development project management systems and processes (ideally Proval and Sequel)
  • Management of budgets
  • Educated to degree level or equivalent or relevant professional experience
  • Ability to work with a range of internal and external stakeholders
  • Strong communication skills: verbal, written or presentations

 

Location

Due to current offices closures this role is based remotely from home. The successful candidate will need to live within commuting distance of our Peterborough office where programme management staff and majority of the Development and Growth Team are based, in anticipation of returning to a work pattern which includes office working and meetings.

The post may require travel between offices and attendance of meetings, conferences and seminars. This may involve some out-of-hours commitment.

Irrespective of the location base, the postholder will be required to visit and work within Accent offices or partner offices as required.

 

Salary

The spot salary for this post is £50,000 per annum for applicants who fully meet the requirements of the post. Applicants, who do not meet all of the requirements of the post, will start 5% or 10% below the spot salary.
