Meeting the Mayor’s targets for housing

The opportunity

This is a great opportunity to lead the high-performing Programme Team in the Housing and Land directorate in the GLA. You will be responsible for the budget and programme management of an exciting, large and complex portfolio of strategic land and property projects, and housing programmes that are serving Londoners.

This includes capital and operating budgets – currently in excess of £8 billion - across the Housing and Land Directorate.  This means you will need to apply robust budgetery control and monitoring, and expert programme management to identify risks and issues early, to help the directorate team achieve the priorities set out in the Mayor’s Housing Strategy. 

An opportunity to work closely with many senior stakeholders, this role is responsible for ensuring high-quality reports and monitoring information are provided for the Mayor, Deputy Mayor, Corporate and Directorate Management teams, the Assembly and external stakeholders such as MHCLG. You will also work closely with other teams across the GLA, including finance, governance and corporate monitoring teams alongside project managers within the Directorate.

The person

We’re looking for someone with senior management-level experience of leading the programme and budget management of complex, high-impact and large scale investment programmes. You will be experienced in using analysis tools to manage large datasets and have strengths in analysing and interpreting complex data, ensuring processes are in place to manage data and information appropriately.

Expertise in pulling together views and analysis, and clearly presenting this information to senior stakeholders with evidence-backed recommendations will be critical. Strong stakeholder management skills that allow you to work effectively with internal and external stakeholders, providing input, support, and constructive challenge as appropriate will be fundamental. Experience in the housing / real estate / property sector will be an advantage. 

Excellent written and oral communication skills, a well-informed and creative approach to problem solving, and the ability to lead in a busy and complex political environment are all essential. As this is a senior-level role, the ability to manage a team of staff in a performance-oriented culture is key. In the context of this being a fixed-term post, providing stability to the team, whilst bringing forward positive suggestions for continuous improvement will be expected.
