Job Title:               Housing Support Manager

Responsible to:   Director of Housing

Responsible for:  YMCA Housing Staff

Job Purpose

To identify, implement and review all relevant standards, policies and procedures within the scope of the role To oversee the day to day operations of Lincolnshire YMCA Housing.

  • Managing the provision of an efficient and effective  housing management service
  • Managing the effective implementation of an effective and efficient support and advice service thus enabling vulnerable people to sustain a License and achieve independent living.
  • Contributing to ensuring that applicants are allocated housing according to need.
  • To oversee all Welfare Benefit claims and advise staff in maximising the Clients and Associations income
  • To support the development of an organisational culture that puts our Christian Core Values - Proactive, Inclusive, Inspirational, Advocacy and Participative - at the centre of all we do.

Duties and Responsibilities

To have total control in setting up, monitoring and maintaining all residents’ benefits to ensuring that the company’s targets are achieved.

To undertake periodic research so that the post holder is always up to date with what is happening at a national and local governmental level and advise the Association on future strategy regarding rent setting and collection.

To ensure the smooth running of the accommodation services, enabling people to belong, contribute and thrive. Upholding the Aims, Purposes and Ethos of Lincolnshire YMCA at all times.

To team lead shifts when on-duty, ensuring staff undertake their roles working within professional boundaries, relevant standards and meet relevant targets.

Represent the Housing Services at relevant internal and external meetings; attending relevant meetings and providing specialist information on a regular and ad hoc basis as required. 

To ensure the efficient collection of weekly charges and minimise voids on behalf of the organisation  within the targets set by Lincolnshire YMCA.

To directly manage staff who work with clients to maximise their income and the prompt payment of all accommodation charges to the YMCA.

To supervise/support Housing staff within YMCA projects and provide work based support to Student Placements to oversee their personal development and work towards being a practice assessor for students.

To liaise with staff across the YMCA projects, implementing a seamless transition for clients between YMCA/Nomad services with the aim of moving people from the YMCA/Nomad to further independent living.

To ensure the Health, Safety and security of the building including the monitoring/implementation of the alarms, door entry and CCTV systems.
 

To attend regular meetings with the Director of Housing  and staff team in order to facilitate the general operation of all the accommodation and identify development and training needs.

To liaise with the Director of Housing  regarding the effective management of the services and the clients residing in the accommodation.

To ensure the accommodation offered is of an excellent standard and all Health and Safety and Equal Opportunities legislation is maintained across all accommodation based services.

To assist the Director as required and in line with corporate priorities and organisational risks in providing timely and accurate advice, assistance or information. This will also include proactive policy development

To be part of the ‘ON CALL’ rota in agreement.

To implement Lincolnshire YMCA’s policies and good practice in line with all relevant regulatory requirements.

To oversee the acceptance, referral, interview and licensee process for the Association in accordance with the Association’s Policies ensuring all Clients are able to access the services of the YMCA and, when needed, appropriate specialist equipment is available for those who require it to enable clients to feel valued in a safe and secure environment.

To ensure that a prompt inventory takes place at the beginning, during and the end of the licence agreement and weekly Health and Safety checks are undertaken of all accommodation based services.

To liaise with the Maintenance staff to ensure the efficient response and repair to all parts of the accommodation based services.

Liaison with those in allied fields e.g. Housing Advice agencies, Citizens Advice Bureau, Churches, Department of Social Security, Social Services Department, Probation Service, other YMCAs, Local Authority Housing Departments, Careers Department.

Corporate responsibilities

Actively participate in internal processes that require attendance on Panels such as Recruitment and Selection, Sickness Absence Management or Disciplinary and other such relevant corporate meetings. The post holder will be required to act as an ambassador at all times

Encourage clients to be involved in Regional and National YMCA events and raise their awareness of the YMCA as an ‘International Movement based locally’

Work to further the Aims and Purposes of the YMCA.

To comply with the requirements of General Data Protection Regulations and all such related legislation, maintaining confidentiality at all times.

To maintain a flexible approach to the role, undertaking such duties of a comparable nature and level of responsibility as may be required from time to time by Executive Team.

  Scope and Limits of Authority

The Housing Support  Manager must maintain excellent working relationships, and communicate effectively with, other department heads, staff, volunteers and clients on a day to day basis.

Authority to spend within budget limits up to £500.  Anything over this amount to be referred to line manager.

The post holder is required to report anything of significance relating to their work to their

line manager.

The post holder will undertake ‘On Call’ as part of a rota system.
