People at the Heart of Everything We Do

Newham is a vibrant inner-city borough with excellent transport links to the rest of London and South-East England, including Kent, Essex, Surrey and Middlesex. Almost three-quarters of the population is of African, Caribbean, or South Asian heritage, contributing to 220 languages being spoken in the area. Proud to be home to one of the youngest and most diverse cultures across the country, Newham is an exciting and challenging borough that is committed to putting people at the heart of everything we do.

Our vision is for Newham to be a place where our residents are able to live healthy, happy, and well lives. To support this, we have pledged to deliver 38,000 new homes and 100,000 jobs across the borough, with a commitment to start building 1,000 new Council homes specifically for social rent by 2022. We have made good progress, and in 2018/19 had the second highest number of new homes being delivered of any London borough – 2,678.

To complement our develop programme, we are looking for a Head of Residential Property Acquisition to help deliver unashamedly ambitious plans to acquire housing in the private market, working with developers, investors and housing associations.

You will lead the identification and purchase of residential land and properties across our borough whilst providing expert advisory services to the property interests across the Council’s portfolio. This is a competitive environment, and ensuring Newham is well placed to negotiate the best value outcomes is critical.

You will work in close partnership with internal stakeholders across our: legal; finance; property; and housing teams, ensuring future schemes meet the needs of our residents and communities. You will develop excellent relationships with external and third-party stakeholders, ensuring the delivery of schemes is of the highest standards.

You will provide effective project and programme management to all acquisition processes, ensuring appropriate levels of governance accompany the schemes. In this high-profile role, you will provide confidence and assurance to fellow heads of service; corporate directors; and elected members, all of which will have vested interests in the successful delivery of this programme.

With agreed terms already in place on several schemes, you will be the catalyst to take us forward up to, and beyond, our housing targets.

About you

We are looking for a strong property leader with proven experience of leading the acquisition of land and properties for housing needs. Whilst a property qualification is preferable, we are keen to consider all applicants that have the expertise to help us reach our goals.

You will have extensive knowledge of the financial parameters connected to housing acquisition, including the use of Right to Buy Receipts funding will be familiar with Development Agreements. As one of the most densely populated boroughs in England, you will understand what it takes to delivery successfully within a complex, competitive environment.

Inspiring partnership working, you will benefit from a collaborative management style, with the ability to engage, develop and lead schemes to achieve operational excellence, using management information to measure efficiency and productivity.
