Colchester has a small but important Housing Strategy team, and we are looking to appoint an experienced manager to head up the team.
The postholder will be responsible for ensuring the Council publishes its Housing Strategy and Homelessness Strategy and that the ambitious plans to deliver affordable housing are realised. We are using all the resources available to us to ensure people can access the affordable housing they need. Housing Strategy Manager will lead on securing affordable housing through the planning system and through an acquisition programme.
Do you have a good knowledge of current legislation, policies, best practice and initiatives in the housing field? Are you passionate about ensuring Colchester delivers housing across all tenures?
Can you use your excellent negotiating, organisational and communication skills to build relationships with developers, Registered Providers and other organisations to secure affordable housing? Are you able to work on your own initiative, as part of a team and across disciplines?
This post leads on maximising the provision of affordable housing through the planning system. You will lead complex negotiations with housing developers, Registered Providers, and other partners in order to secure the appropriate supply, level, mix and quality of affordable housing within new developments including reviewing and commenting on the affordable housing provision within planning applications and s106 agreements. You will ideally have a good understanding of housing finance and viability appraisals.
We need someone who can develop innovative solutions to provide more affordable housing in an ever-changing environment.
To do this you will need a ‘can-do’ attitude and problem-solving skills along with the ability to meet deadlines. You will need to build relationships quickly and be able to use your negotiating and influencing skills to secure the best outcomes for Colchester.
We are looking for an enthusiastic and passionate graduate or a non-graduate able to demonstrate thorough direct experience. This is a career graded post so qualifications and membership of the Chartered Institute of Housing will be reflected in your appointment on the career grade.
