Reporting to the Head of Asset Planning, you will support the effective and efficient management of the housing stock and assets across Thirteen to ensure their best use. You will also create a five-year investment plan aligned with appropriate data which reflect the needs of the stock and the strategic objectives outlined within Thirteen’s strategies.

The role

  • Provide team leadership, support and guidance to all staff working within the Asset Planning team
  • Assist with the continuing development of Thirteen’s Asset Management Strategy
  • Assist in the effective management of assets, development of new initiatives and service standards
  • Work collaboratively with key senior members of staff across Thirteen to ensure asset management is successfully delivered for all aspects of the business
  • Ensure appropriate use of Thirteen’s 30-year plan, distilling information into five-year annual investment plans
  • Provide analysis of data to make best use of properties, individual stock viability and land use options
  • Ensure stock condition information is maintained for all assets and links into responsive cyclical and programmed maintenance records to identify current condition and future requirements
  • Undertake holistic analysis to understand the performance of the stock
  • Introduction of appropriate action plans of intervention or disinvestment in non-performing assets to ensure long-term viability of our portfolio
  • Assist in researching new legislation and recommending changes to policy and procedure to ensure the Asset Management Strategy achieves all objectives and fulfils strategic requirements
  • Research and understand the Group’s policies in regard to environment, energy, and diversity and equality etc
  • Communicate with the wider Asset Directorate to ensure the requirements of the current plan are being achieved
  • Provide day-to-day co-ordination of activities relating to asset and database information
  • Analyse trends in responsive repairs and voids to reduce demand and improve efficiency

Key requirements

  • Degree-level education or equivalent through relevant training/experience
  • Demonstrable knowledge of asset management legislation, systems, procedures and requirements eg DHS, code for sustainable homes etc
  • Knowledge of good practice in asset management planning with regard to long-term maintenance strategies and business planning
  • Ability to interpret large volumes of data, identifying property trends and business solutions
  • Strategy and policy development is desirable but not essential
  • Effective use of IT and media as appropriate
  • Good understanding of value for money principles
  • Ability to analyse and solve complex problems
  • Able to prioritise to achieve realistic targets, costs and time deadlines
  • Relevant experience of leading a team with a holistic approach to service delivery and continuous improvement
