An exciting opportunity has opened up for an ambitious Director to join us to provide the strategic leadership and direction of all Thirteen’s capital investment in the Group’s housing property portfolio delivered through internal and external teams. To lead and deliver on all aspects of property compliance and building safety for the group with a fundamental focus on everything safe, customer safety and an excellent level of resident engagement. This role will include a mixture of home and hub-working, requiring some flexibility.

The role

  • Provide direction for and oversee the delivery of asset investment and compliance services, which will include investment programmes, property compliance, CDM, contract management, ensuring that such services fully comply with statutory and regulatory requirements.
  • To be the lead on all building safety for the group, ensuring that plans, specifications, ongoing maintenance, building safety plans are in place to ensure that the housing portfolio is meeting legal and regulatory compliance.
  • Work collaboratively with colleagues across the business on all matters relating to the housing portfolio, to ensure business efficiency, sustainability, growth and provide great customer experience.
  • Provide strategic direction and delivery of the property compliance function ensuring it achieves and remains fully legal and compliant of the housing and commercial portfolio.
  • Ensure that improvements in outcomes are made to services so we improve satisfaction and the customer experience, and the standard of our homes and places achieve the right balance between a safe and attractive offer, commercial viability, improved productivity and the delivery of further efficiencies
  • To keep a client-side oversight of gas and electrical compliance, ensuring the group is meeting legal and regulatory compliance.
  • Provide strategic and operational direction to the in-house investment delivery team ensuring they provide value for money services and deliver a quality offer to the customer.
  • To be responsible for the procurement of the investment programme and all future partnering contracts, the planning, mobilisation, and the commercial management of the delivery.
  • Responsible for the planning and delivery of the stock investment programmes, analysing and reporting on progress and delivery, ensuring that they optimise physical and financial resources to deliver improvements, value for money, quality products and customer experience.
  • Actively contribute to the Asset service’s annual operational plan and operational budget proposals.
  • Work collaboratively, internally and externally to deliver a great product, ensuring that the voices of colleagues and key customers are actively used in product/service design.

Key requirements

  • Professional membership of RICS, CIOB or CIH and significant experience in a building/housing environment at a senior level.
  • Knowledge of the legislative and regulatory frameworks applicable to Thirteen and the key risk areas across its business activities.
  • Experience of investment and programme management and major refurbishment delivery.
  • A sound understanding and appreciation of building safety and the new regulatory regimes.
  • A thorough understanding of procurement including contract selection, evaluation and appointment.
  • Experience of reporting to a Board/committee and representing a housing association at public meetings.
  • Good financial management skills, having the ability to make sound financial decisions and deliver VFM.
  • Ability to demonstrate personal qualities of leadership, drive and enthusiasm.
  • Ability to work on own initiative with a high level of authority yet the ability to be a strong team player.
