Enabling and New Business Manager - Housing Regeneration Team

The Housing Regeneration team leads on the development of Housing Strategies and develops and delivers new affordable housing across a range of tenures including direct delivery of new council housing and the regeneration of existing homes. The team is also responsible for developing and delivering initiatives such as the Property Purchase Programme, Empty Property programme, Extra Care housing. It includes maximising external funding opportunities and working with external partners such as housing associations and private developers.

Harrow has one of the smallest social housing stocks in London and we are progressing our ambitions to increase the council housing stock by 20% using council owned land and working with partners to match this on privately owned sites.

Due to the retirement of the current postholder we are looking for a senior manager to lead on working with our RP partners to maximise the delivery of new affordable homes as well as taking forward other initiatives to increase housing supply. You will already have experience in the delivery of affordable housing as well as knowledge of other initiatives and how these can be progressed. A professional qualification is desirable but not essential as there will be opportunities to develop your skills with us.

About you

You will have:

  • Experience of leading small teams to achieve significant outcomes in enabling and delivering a wide range of affordable housing supply.
  • Excellent knowledge and understanding of local, national and regional plans and policies for housing development, regeneration and town planning.
  • Substantial experience of managing complex projects with high value budgets
  • Experience of negotiating and securing affordable housing contributions on private development sites
  • Experience or the capacity to rapidly learn and develop new initiatives. For example, the current postholder has set up our successful Property Acquisition Programme and is supporting others to deliver Empty Property and Community Led housing projects. We are actively working on long lease opportunities.
  • Excellent communication and engagement skills to maximise the benefits of working with a wide range of partners including the GLA, Housing Associations and other RP’s, private developers and Councillors, local community groups and residents
  • Excellent negotiation skills
  • Enthusiasm and commitment to improving the lives of local residents through the provision of affordable housing.
