Job Description (the successful person will be responsible for):

The 2020 Social Housing White Paper set out a vision for improving the quality of homes and services to tenants via landlords.  The RSH will lead this improvement across the sector through an expanded, proactive consumer regulation remit.

The successful candidate will provide insight on the role and workings of local authorities (LA’s).  The postholder will take a lead role in liaison with LAs to inform development of the revised consumer regulation regime. They will also promote awareness and build on understanding among LA landlords of their obligations to meet the current and, in due course, updated consumer standards. The Consumer Regulation Manager will liaise with LA officers at senior level, and local councillors. 

They will have a detailed knowledge of LA housing functions and, experience of delivering effective housing services, including having a good understanding of structures and the roles and responsibilities between elected representatives and council officers. They will be able to show how they can handle complex and contentious issues with stakeholders to reach successful outcomes.

The successful candidate will be responsible for informing the development of the revised consumer regulation framework using knowledge and expertise in the delivery of effective LA housing services and of meaningful engagement with tenants.

They will lead and influence engagement with LAs as social housing landlords (including where management is undertaken by an ALMO or TMO), to promote awareness and understanding of LA obligations in relation to regulation of current and future consumer standards.

They will also play a key role in supporting implementation of the proactive consumer regulation regime, and delivery of the current reactive consumer regulation regime as required, with particular focus on local authorities.
