The Country Land and Business Association (CLA) has been championing the interests of rural England and Wales for over 100 years.  We campaign to grow the rural economy, strengthen rural communities and provide a greener future for the next generation – all whilst providing a first class service to our members.

We are seeking to appoint a Policy Adviser to take the lead in building on our members’ strong reputation on delivering and managing rural housing.  The successful candidate will have to demonstrate a wide knowledge of housing policy and basic understanding of the underpinning legislation. You will also need to contribute to our other workstreams on promoting the potential of the rural economy and be prepared to take the lead in tourism policy.

You will be shaping the CLA’s position on a variety of housing-related Government policies (including housing provision, energy efficiency and heating decarbonisation). As well as developing policy you will also provide advice to our members through webinars, face-to-face events and individual queries, information gleaned at these events often sets priorities going forward. The role is part of the CLA’s Policy and Advice Directorate within the Property and Business Team based in London.

The CLA represents owners of land, property and over 250 different types of businesses who own and manage over half the rural land in England and Wales; they operate businesses, let agricultural, commercial and residential premises.  At this time of great change and we need to offer the best advice to our members and lobbying for their interests at all levels of Government in England and Wales.

The policy and advisory areas covered by the Property and Business Team include planning, housing, rural business, tourism, economics, historic environment, infrastructure, tenancies, communications, compulsory purchase, minerals.  We work collaboratively with land use, legal, taxation, external affairs teams in London, the CLA team in Cardiff and our 5 other regional teams.

The successful candidate, educated to degree level, will demonstrate:

  • The ability to take the lead on housing policy and support other specific policy areas
  • The ability to undertake research, carry out analysis and provide commentary, and use those to build policy recommendations
  • An understanding of political and policy development background and have the ability to build up relationships with key contacts
  • Their strength as a communicator, both verbally and in writing, and ability to adapt their style to deal with civil servants, politicians, CLA committees, individual members as well as the media and the wider public.
  • An interest in the wider development of policy across the wide portfolio of the Property and Business Team.

The Location, Team, and Working Arrangements

The role is based Central London with the possibility of up to two days a week of homeworking.  You will be working in a small, friendly team, who are very passionate about the future of rural areas, our members, their properties, and the businesses that they run, as well as being part of the CLA’s supportive team of over one hundred highly motivated individuals across England and Wales.
