We are currently recruiting for an experienced and proactive Housing Development & Procurement Manager to join our growing team. This is an exciting opportunity to join an ambitious, dynamic and commercially astute organisation committed to expanding the supply of affordable housing.

Reports to: Head of Operations
Location: Stamford Hill, North London
Hours: Monday – Friday, 9.30am – 5.30pm
Salary & Benefits: £45,000 - £50,000 per annum. Work-place pension, 28 days annual leave, support for securing professional qualifications, flexible working, performance related bonus

Role overview:

To be the lead on development, providing all professional advice and guidance to senior officers in the company.  You will represent the company at a senior level with external funders, construction partners, Local Authorities and other RPs. You will also be responsible for purchasing and securing leases on a range of properties to meet the housing need from Local Authorities and the Home Office. The role also involves developing new business opportunities for the company, including submitting tenders and negotiating contracts.

Main duties:

  • Prepare and submit tenders for new sites across a range of tenures.
  • Liaise with consultants, architects, solicitors, and contractors, ensuring that the most suitable sites are acquired, that the programme meets its’ financial targets and housing objectives, and all relevant parties are appropriately briefed and consulted.
  • Liaise with the GLA, Homes England, Local Authorities (planning and housing teams) and other statutory bodies as required. This will include discussing new bids, and submitting grant claims.
  • Liaise with the Director on progress of schemes. Prepare reports on new schemes to gain approval at key stages (reports will include the preparation of cash flows, feasibility studies, and financial, sales and programme information).
  • Lead on acquiring leases on properties to meet the needs of those organisations who commission the services from Cromwood.
  • Develop contacts and good working arrangements with agents and owners who may have properties suitable to purchase or to lease.
  • Prepare and submit tenders for new business opportunities.
  • Be responsible for ensuring that works are carried out on newly acquired properties to bring them up to correct standard.
  • Negotiate long and short-term leases on properties as the need arises.
  • Establish and keep under review an efficient process for the identification of properties, negotiating their purchase or lease, and all steps through to completion.
  • Manage a team who will be responsible for identifying opportunities and undertaking the negotiations.

Requirements for role:

  • Experience of property development and contract management
  • Knowledge of development funding arrangements and negotiating with partners
  • Experience in negotiating the purchase of properties and acquiring leases
  • Experience of working for a Registered Provider or Local Authority
  • Experience of leading and managing a team
  • Good knowledge of the housing market in London
  • Excellent communicator who can work well with partners and lead a team
  • Able to respond quickly to changing demands
