The Council declared a climate emergency in 2019 and is committed to being a zero carbon city by 2038. Working in the context of the Our Manchester Strategy, this role represents an essential element of MCC’s Economic Recovery Programme and is designed to support the development of a sustainable low carbon housing retrofit programme, capable of delivering real benefits for our city, our people and our planet.​

As an experienced senior leader, you will : Develop and deliver a zero carbon housing strategy Successfully identify and deliver new funding partnerships with local, regional and national partners, including working closely with the Manchester Climate Change Agency and Partnership Work with senior councillors, senior managers within the authority and senior representatives of partner organisations to ensure that the outputs of the work programmes are understood, disseminated and can support evidence-based decision making and collective action on the ground.​

You will have a proven track record of providing strategic direction and leadership to successfully deliver strategies, projects and programmes. You will also have considerable experience of the zero carbon and climate change agenda as it relates to housing.​

You will lead the zero carbon delivery programme for:- •the council’s 16,000 council homes; •over 50,000 homes owned by Registered Providers; and, •Over 200,000 privately-owned homes. About the Candidate:​

We need someone who: - •Cares about the climate emergency; •Understands the scale of the challenge; •Is passionate about delivering change and can inspire others to do likewise; •Can understand the options available; •Can interpret data; •Drives projects to deliver, and, •Will work with colleagues within and outside the council to deliver this ambitious programme.​

About the Team/ Service: You will manage a small team of officers currently comprising 1 x Grade 10 senior project manager and 1 x Grade 8 Project Manager. The team sits within the Strategic Housing service in the Growth and Development directorate.

This post is also subject to satisfactory references and other pre-employment checks where applicable.

As a blended worker, you may be able to work from home or remotely some of the time, or for certain tasks or limited days or hours. For the remainder of the time, you will be required to work at council sites or offices. This will depend on your role’s responsibilities and your personal circumstances.
