  Our vision for this role

We’re looking for a highly experienced and motivated Rent and Service Charge Officer, with experience of rent and service charge accounting and an excellent understanding of rent and service charge setting regulations and legislation.

You will lead the day to day operational management and delivery of all Rent and Service charge setting activities. You will be responsible for setting and reconciling accurate rents and service charges for all tenures. You will work collaboratively with internal and external customers to prepare and accurately set charges for all new and existing housing stock. You will use your knowledge and experience to ensure regulatory and legislative compliance, and to improve our processes and the efficiency of our rent and service charge setting processes.

This is a great opportunity for you to help shape and support the delivery of our Service Charge Improvement project, which is aimed to ensure that we are accurately recharging for all the services that tenants and resident receive. You will be a practical thinker and doer, who can take the initiative, and turn ideas into practical solutions to drive improvement.

What you’ll do

Take the lead

  • You will be the operational lead for all rent and service charge setting and reconciling activities.
  • You will produce accurate, regulatory, legislative and contractually compliant rent and service charges for new and existing residential housing stock.
  • You will be responsible for the preparation and issue of service charge estimates and reconciliation statements of accounts including the reserve funds.
  • You will be responsible for the accurate administration of the annual rent and service charge review ensuring that notices are dispatched on time.
  • You will ensure that presentation of rent and service charge information is correct, and that compliance checks are in place to ensure; that all statutory and regulatory requirements are adhered to, that the information is accurate, that the required accompanying information is enclosed and that deadlines are achieved.
  • You will provide the income collection team with details of all new charges and adjustments so that direct debits and benefit claims can be updated.
  • You will be responsible for the cyclical Fair Rent Registrations, ensuring they are completed accurately in accordance with legislation and submitted and that all amounts registered are applied and adhered to.
  • You will be responsible for the integrity of all rent and service charge data and system configuration.
  • You will ensure the delivery of all rent and service charge adjustment, refunds and write offs
  • You will prepare rent and service charge information and supporting evidence for First Tier Tribunal and attend if required.
  • You will carry out periodic review of homeowner management fee calculations, ground rent liability, depreciation and reserved fund and calculation of service charges to facilitate full recovery of eligible expense.
  • You will ensure that all major works invoices are accurately applied to sub accounts for the purpose of recharging or work with the Home Ownership Team to release funds form the applicable reserve fund.
  • You will actively review, develop and maintain all rent and service charge setting procedures and contribute to the development of policies

Give your time

  • You will share knowledge and work collaboratively with the team to develop the team and to create greater resilience across rent and services charge setting activities.
  • You will deliver training to staff to ensure they have the skills needed to support the organisation ability to accurately set compliant rent and service charges.
  • You will take an active role on all new system and process development and implementation to ensure efficient working and best outcome for customers and staff.
  • You will induct and train new staff on rent and service charge setting processes and systems and act as the product lead for all rent and service charge setting systems.

Bring people together

  • You will be a key member of the new development handover project group, from the preplanning stage you will attend site familiarisation and project meetings, provide advice and guidance, accurately calculate rents and service charges for all new development schemes.
  • You will be responsible for maintaining a strong business partnering relationships with key budget holder and service providers, to develop your scheme knowledge and enable the accurate allocation and consistent setting of service charges.
  • You will work with external auditors on the annual service charge certification of accounts in accordance with legal requirements of the lease and legislation.
  • You will work in partnership with internal departments to investigate and respond promptly and accurately to queries, complaints or challenges regarding the calculation of rents and service.
  • You will work with the Homeownership, repairs and stock investment teams to ensure that Section20 has been completed before applying major works charges to accounts.

  • You will complete regular reconciliation of rent and service charge income budgets, reporting and providing a full explanation for any variances to the Rents and Service Charge Manager.
  • You will you have knowledge and practical experience to improve existing processes and to support the development and implementation of the service charge improvement project.
  • You will take action to address legacy issues so that we can better understand services and our housing stock
  • You will positively contribute to departmental and team meetings

  • You will support the Rent & Service Charges Manager to achieve the team and departmental objectives
  • You will contribute to effective team working and provide appropriate cover for colleagues as required
  • You will maintain a high degree of knowledge of rent setting regulations, service charge legislation and best practice and share them across the business.
  • You will provide technical advice, professional guidance and training to key stakeholders.

What you’ll need

  • Strong work ethic and ability to work independently and as part of a team.
  • Previous experience of Rent and Service Charge accounting
  • Excellent numeracy and analytical skills and with the ability to prepare, manipulate and interpret data
  • Ability to read and interpret leases and tenancy agreements
  • Experience of using and maintaining housing management, finance and CRM systems.
  • Extensive knowledge of rent and service charge setting regulations and legislation.
  • Ability to lead operation delivery of rent and service charge projects.
  • Proven ability to set and reconcile rent and service charges for all tenure types
  • Experience of setting rents and service charges for new developments
  • Evidence of identifying, initiating and implementing service improvements.
  • Practical experience of fair rent registration.
  • Ability to build and maintain strong working relationships with internal and external customers.
  • Excellent communication skills across all channels to a variety of audiences.
  • Solution focussed with a can-do attitude, putting the customer at the heart of everything do.
  • Experience and ability to thrive in a busy environment working to tight deadlines
