The Role

We are looking for a Pre-Construction Manager who will be responsible for all pre-construction activities on our land banked sites, bids, subject to planning contracts and options. The role may include line management and will have key responsibility for progressing sales into construction with a main contractor.

Job Description

As a senior manager within TCH, the PCM will have pre-construction project management responsibility and in time, as the role grows, line management responsibility.

 

Key activities of the role will be completed either by the PCM directly or by their team as the role develops. The PCM will be required to:

 

  • Ensure the integrity and quality of design is maintained while progressing the delivery of the project with competitive deliverable construction proposals. As a lead affordable housing developer this will include MMC and net zero carbon proposals to make our homes high quality and affordable to heat.
  • Progress projects at post acquisition to start on site, although some input at bid stage will be required. This will be focused on mitigating risk and in identifying opportunities for competitive advantage.
  • Work collaboratively within the New Business, alongside the wider Development team (Delivery & Sales).
  • Have responsibility for appointing and managing the design teams including surveys and pre-construction investigations and works.
  • Utilise pre-construction agreements, or the direct management of enabling works and clearance of planning conditions, as we look to minimise risk ahead of appointing a principal contractor.
  • Liaise as Client, between Design Consultants, Employers Agent and the Development team for the development of design package and procurement programme/plan
  • Inspect all project documentation to identify risk and to ensure construction deliverability, whilst maintaining quality
  • Carry out site visits and inspections as required and to scope and manage preconstruction trackers
  • Prepare tender briefs for designers & subcontractors/ suppliers and appoint design team members and sub-consultants using the TCH Framework and direct tenders/quotes
  • Manage budgets of pre-construction services including design team fees, survey costs and any direct works.
  • Appoint the Employer’s Agent, agree tender programmes and prepare tender documentation
  • Review designs on behalf of TCH, including interrogating drawings and other technical documentation to ensure compliance
  • Develop innovative design solutions to meet TCH’s requirements, identifying opportunities, risks (insufficient information, inadequate or incorrect design)
  • Lead the evaluation of value-added options and participation in value engineering meetings
  • Prepare and submit approval reports to TCH approval bodies
  • Manage of design team meetings, progress meetings & design change control
  • Liaise with Local Authorities, approval bodies and other relevant internal and external parties
  • Manage model information including 3D visualizations and Building Information Modelling (if required)
  • Manage the relationship for the whole project team on multiple projects – as the Client, manage subcontractors and professional teams
  • Review the design on an ongoing basis, identify potential interface problems & practicalities in construction, and resolve with the design team and specialist designers
  • Establish, maintain and chair design team meetings at pre tender, post tender stage and construction stage
  • Represent TCH on contract matters, including attending meetings with key stakeholders, maintaining TCH’s image
  • Keep abreast of current developments within the industry and identify need for changes in current practice.
  • Participate in training TCH staff and associated stakeholders in changes to legislation, design standards etc. Consider quality improvements.
  • Assist the New Business team in the preparation of bids and offers for targeted sites.
  • Actively promote and demonstrate commitment to Equality and Diversity, and implementation of the Group’s Equality & Diversity Action Plan.
  • Once on-site, provide a comprehensive handover and support to the Delivery team, ensuring the standards and key actions are maintained/progressed.
