The Vacancy
Full Time – 37 hours per week – Remote working
Here at CKH we are looking to recruit a Planning & Clerk of Work Manager to join our Assets, Housing Needs and Estate Management Team to play a leading role within the Asset Management Team in ensuring our future investment plans and costs are robust, provide a base programme for achieving carbon net zero and provide a sound base for future investment and planning.
The successful applicant will play a key role in the development and delivery of our asset management strategy and will assist in the formulation of future work programmes as we continue to invest in our properties and the external environment of our estates.
They will also manage our stock condition data for the CKH housing stock as well as manage and develop the capacity of the corporate Keystone (or other) asset management database. Furthermore, they will manage our Clerk Of Works Team to ensure build quality in all new developments.
The role is responsible for updating and implementing a NZC strategy to improve energy efficiency, reduce CO2 emissions and reduce fuel poverty to the housing stock to achieve Government targets.

Responsibilities:

To manage and maintain the asset management database and play a key role in the transition to a new asset management database with the replacement of Keystone and ensure this provides a comprehensive and 100% accurate single data source for stock condition information, works programmes, renewal and cyclical maintenance history.

To contribute to the up-dating and refreshing of the CKH Asset Management Strategy so that it reflects current best practice and sets our direction for the next 5 years.

Annually Review the priorities for investment using the knowledge of our assets, the experience of our Delivery Teams and using sector best practice as options and strategies for individual assets are developed. Develop programmes to ensure value for money over the next few years in all aspects of preventative maintenance and including the upgrading of the external environments of our estates.

Manage the Clerk of Works Team to ensure build quality in all new developments.

To maintain a clear link between maintaining the quality of all aspects of our existing homes with the components, equipment and materials within our new development specifications to ensure consistency and high quality building materials in all our properties.

To work closely with development colleagues to ensure a joined up and collaborative approach in developing high quality new homes.

Provide an overview of planned/cyclical programmes, particularly as we enter a phase where spend on some of our major components is going to be high.

Responsible for defining the 5 year and 30-year investment requirements of the housing stock for Director and board approval. Review and refine the priorities for investment during the annual planning cycle against available resources within the business plan. Plans should always be well developed in advance of the annual budgeting cycle.

Manage, develop, and report the reinvestment requirements using the Keystone asset management database. Evaluate options appraisals, costings and financial modelling for scenario planning and stress testing e.g. Net Zero Carbon (NZC) targets Promote and make clear recommendations about how we structure and plan future work programmes and always looking to achieve value for money.

To identify and source future funding streams that will assist in our progress towards net zero carbon.

To establish and sustain a climate where internal and external customers and stakeholders are demonstrably valued, listened to and their feedback acted upon to deliver quality strategies and approaches that enhance the quality of our properties and the lived experience of residents.

Ensure that knowledge of assets and our assets database is shared with other staff by adopting an inclusive approach and preventing any single person dependency in the management and investment decisions around our stock.

Responsible for ensuring the results of stock condition surveys are used to inform our asset strategies, priorities for reinvestment and maintaining our track record of providing high quality homes.

Responsible for the management and monitoring of energy performance of our stock and accessing funding opportunities for energy improvements.

To project manage and issue the contracts for the annual planned and cyclical works programmes through asset management systems in readiness for all work and projects to be the responsibility of the Asset Management Delivery Teams.

Provide recommendations and updates to the quarterly Reinvestment Panel for planned maintenance financial planning and stock sustainability, including changes to annual programmes of work. All investment decisions must seek to contribute to affordable warmth for the residents and to CKH’s commitment to reduce carbon usage.

In conjunction with the Planned and cyclical works manager put forward re-forecasts for programmes of work based on financial out-turns each quarter.

To effectively communicate and publish planned works programmes to internal and external customers.

Provide homeowner work programmes to the Home Ownership manager to ensure compliance to the consultation process during programme planning to maximise the section 20 recovery costs.

Responsible for providing support for the reporting of asset management services for monthly Management KPI reporting and for the development of new reporting systems through Keystone, including the delivery of relevant training.

Ensuring the association meets all its requirements in relation, Energy performance and decent homes reporting and compliance.

Ensuring an annual external audit and health check of the Asset Management Database is completed and any recommendations are implemented.
Knowledge & Experience
-
Experience in building construction and maintenance and knowledge of working under a strategic partnering arrangement using open book principals.

Extensive knowledge of asset databases and handheld technologies for stock surveying.

Knowledge of working with integrated databases and statistical analysis of data.

Experience of managing stock condition surveys and maintaining an asset management database within a social housing environment.

Knowledge of Decent Homes standards, HHSRS, EPCs and asbestos regulations.
-
Experience of budget setting and cost management control for planned investment programmes.

Experience of managing and reporting data from an asset management database such as Keystone.

Experience of project planning the delivery of major works programmes

Analytical understanding of Stock condition Surveys

Experience of diagnosing and remedying disrepair and defects in domestic environments.

Knowledge of Health and Safety Regulations Including CDM.

Previously managed and developed an asset management database.

HNC in building construction or equivalent

Experience of leading the delivery of major works and planned investment programmes.
Skills

An ability to prepare detailed reports from data held within an asset management database.

Ability to demonstrate excellent customer care skills.

Ability to undertake detailed statistical analysis of data using Excel.

Ability to conduct detailed investigations, analyse and evaluate a broad range of data and identify potential changes to the service/work programmes

Ability through qualification and knowledge of energy databases manage and produce energy performance information and certificates
Qualifications

HNC in Building studies or equivalent related qualification.
-
P402 Certificate for the taking of asbestos samples.
-
Level 3 Diploma in Domestic Energy Assessment.

HND in Building studies or equivalent related qualification. (Desirable)
