Independent Chair – Tenant Scrutiny Panel 

St Helens  

Part Time – approximately 1 day per month 

Fixed Term Contract – 3 years with option to extend 


About you: 

We’re looking for a dynamic Independent Chair for our Tenant Scrutiny Panel.  Tenure is 3 years with the option to extend.   


We’re looking for a tenant, leaseholder, shared owner, or someone completely independent of Torus, with a strong commitment to constructive scrutiny.   


This role is internally known as Tenant Scrutiny Panel Independent Chair.

  • Support tenants, leaseholders, and shared owners in making evidence-based decisions

To be successful in this role you will have:  

  • Evidence of strong leadership, providing a good environment for the constructive challenge of decision-makers.  

  • A track record of developing and delivering a schedule of work with tenants, leaseholders and shared owners, which holds us to account for decisions, standards and service delivery 

  • An understanding of scrutiny, to ensure a fair and balanced environment both inside and outside Panel meetings. 

  • Knowledge of the importance of effective scrutiny to maintaining regulatory compliance.   

  • Experience of fostering discussion and encouraging all concerned stakeholders to be involved in the process, ensuring that all opinions are expressed in a constructive manner that contributes to the intended outcomes of the process.  

  • Demonstrable ability to maintain focus on Panel objectives by staying on track. 

  • A commitment to ensuring the Tenant Voice is heard throughout the organisation.  


The Scrutiny Panel meets quarterly, and you will be expected to participate in training and ad hoc activity such as attending the annual Chartered Institute of Housing Conference.  We anticipate this will mean a time commitment of approximately 1 day per month.

  • Provide a laptop and support to use it 

  • Cover all reasonable expenses  

  • Develop a training package with you that meets your needs
