Job Details

We currently have an opportunity to join our Economy and Growth team as a Strategic Housing Policy Manager.
Hours: Full time, 37 per week
Basis: Permanent

Breckland Council is an exciting place to work, delivering essential services that make a real difference to those who live, work, and visit the district. Our approach is to lead change rather than follow it, and to add the best value we can to our communities. We achieve this by developing our employees to their full potential, providing them with the relevant knowledge, equipment, and authority to carry out their duties.

Your Role

You will perform a key role in helping the Council to tackle the current housing crisis locally through effective collaboration aimed at accomplishing the priorities set out within the Council’s Housing Strategy, as follows:

  • Increase the supply and diversity of affordable housing to ensure the right types of housing are available in the right places;
  • Improve the quality and sustainability of homes in the private rented sector, building thriving and healthy communities across Breckland;
  • Make better use of existing homes across the district; and
  • Support vulnerable residents to access suitable homes and have housing choices.

The successful candidate will be able to:

  • Perform a lead role in implementing our new housing strategy and working collaboratively with a range of stakeholders to do so.
  • Provide key subject matter input and advice to relevant parts of the council in all matters relating to strategic housing.
  • Work positively, efficiently, and collaboratively with partner organisations for the mutual benefit and delivery of outcomes required by the Councils’ corporate priorities.
  • Guide, advise, support, and supervise the work of other team members as appropriate.

In return, we can offer you excellent conditions of service, including:

  • A local government pension scheme (14% employer contribution)
  • Attractive holiday package (25 days increasing after three years' continuous Local Authority service by one day per year up to the maximum of 28 days, plus bank holidays)
  • Free car parking
  • Remote-enabled working arrangements
  • A newly refurbished office. See what it is like working here by watching this short film.

About you

The type of person that you are, and your attitude is just as important to us as your work experience.  If you’re passionate about housing and making sure people have quality places to live; and interested in proactively driving forward new approaches to housing enablement; someone who cares about making a real impact in housing delivery; we want to hear from you!

The ideal candidate will have experience working in a similar role, as well as relevant qualifications and an ability to explain complex legislation in a clear and precise way. You will be an innovative and creative person who is comfortable and confident in taking lead responsibility for complex matters and passionate about providing the best possible outcomes for our residents. The post holder will progress projects at pace, despite there being challenges along the way. You will have experience working in partnership to achieve common goals and a track record of delivering successful outcomes.

If you think you have what it takes to be successful in this role, even if you don’t meet all of the essential requirements, do please get in touch as we would appreciate the opportunity to consider your application.

What we do matters, but how we do it does too. You will be expected to work in line with our shared attitudes, values and behaviours when working with colleagues, partners and communities:
