About the Role

Waltham Forest Housing Service manages and maintains around 10,000 council homes and 2,000 leaseholder properties with a bold housing delivery programme in place to deliver more. We are ambitious for our borough and are seeking an Assistant Director - Strategic Asset Management & Compliance to join our talented team within the Housing Service. 

In this pivotal role, you will play a crucial part in safeguarding the health, safety, and well-being of our residents by ensuring our buildings meet the highest safety standards and statutory compliance across the ‘big 6’ is adhered to across the Council’s housing stock. 

A key component of this will be to lead on ensuring our compliance policies and processes are robust and risks are effectively managed whilst acting as a champion for building safety compliance across our organisation.

You will also lead on the development, delivery & review of our strategic asset management data and strategy across the Council’s housing stock in line with the Council’s wider Capital Strategy Asset Management, with a key priority on our net zero ambitions. The role will be influential in the Council’s 10-year Housing Capital Programme and will have oversight and ownership of the 30-year HRA business plan. 


About You

We are seeking a dynamic and visionary leader with a background in strategic asset management, building safety and compliance in Housing. You should be a natural collaborator, capable of driving innovation and inclusivity in all aspects of your work. As this is a critical compliance role, it will be important that you have strong business and political acumen and be comfortable holding your teams, peers, and leaders to account.

You’ll be experienced at managing strategic programmes of work, bringing creative and innovative new ideas whilst balancing the financial and risk challenges in a local government context. You will also have strong technical knowledge and a sound understanding of the current regulatory environment in social housing.  


Key Responsibilities

  • Responsible for safeguarding the health, safety, and well-being of our residents by ensuring our buildings meet the highest safety standards.
  • Responsible for statutory and regulatory compliance across the Council’s housing stock including Gas Servicing, Lift Maintenance, Fire Safety, Asbestos, Electrical Testing, and Water Management.
  • Lead the development, delivery, and review of strategic asset management data and strategy across the Council’s housing stock.
  • Development and maintenance of the Council’s 10-year housing capital programme.
  • Ensure contracts are managed efficiently and effectively in accordance with the organisation’s performance framework.
  • Lead and contribute to business planning, budget management, identifying service improvements, and harnessing technology to deliver services that demonstrate value for money and achieve high levels of compliance and resident satisfaction.
