About the Role
At the London Borough of Hounslow, we have big ambitions, and our Housing and Tenancy Management Services are helping us realise these, by transforming how we work with our residents. Improving and strengthening our performance management practice and making best use of available data and knowledge will be critical as this will help us know how well our service is performing against the aims and objectives we have set out to deliver. We also believe that good performance information will help us identify what works, what doesn’t and where we may need to change or enhance our performance. In this role you will be at the forefront of making this happen. If you enjoy working with data, people and service improvement this is certainly the role for you.

Key Responsibilities:

  1. Effectively mitigate risks associated with non-payment of rent for both our HRA and TA budgets, ensuring all parties involved are aware of the importance of such payments.
  2. Embed a working environment that is underpinned by a strong work ethic, accountability and create a space where colleagues feel comfortable to challenge the status quo leading to continuous improvement.
  3. Work collaboratively with your colleagues and partner agencies to use data insight to engender a performance management culture and create an inclusive service offer.
  4. Continuously review working practices ensuring our service offer for residents is of the highest level, including aspects such as flexible payment methods and options for communication.
  5. Develop and implement policies, procedures, and best practice to enhance service delivery, and ensure we deliver in terms of value for money.

About the Team You’ll Be Working In
It’s truly an excellent time to join, we’ve made some fantastic strides as a newly formed team, but we recognise there is more still to do. We need the right person to drive forward the service and we are excited about the impact that our work can have for colleagues and residents. 

We know it is tough for residents right now, so collaborative working will be crucial. This is inevitably a high-pressured environment with a clear focus on mitigating the impact of non-payment whilst striving for sustainable tenancies. You will be given the freedom and trust to be successful. We’re looking for an experienced leader with excellent people skills to motivate colleagues, a strong work ethic, analytical skills and someone who thrives when working in a challenging environment.

About You
Your Skills:

  • You have extensive knowledge and experience of successful performance management, a good understanding of income recovery techniques and an understanding of the council’s role as a landlord and associated legislation, regulations and policies relating to tenancy matters. 
  • You are a creative and analytical problem solver who takes responsibility to see problems through to successful resolution, ensuring your work and the work of the team achieve service outcomes that support the shared goals of the council, while operating with financial acumen.
  • You are an expert communicator who engages effectively with a broad range of people, including tenants, colleagues, and elected members, to motivate, influence, negotiate and persuade and achieve multi-disciplinary outcomes to meet wide ranging needs. 
  • You are a dynamic decision maker who leads and motivates others to deliver a high performing service achieving excellent results, which can flex and adapt to the changing need of residents, integrating digital service solutions balanced with bespoke solutions for vulnerable residents.
