Role Overview

The Liverpool City Region Combined Authority (LCRCA) is expanding its Housing function to support evolving policy, targets, funding, and projects as part of Nationwide new Government initiatives.

We are currently recruiting for a Housing Development Manager to join the Combined Authority’s Housing Partnership team to help finance and develop housing projects and programmes in the Liverpool City Region, delivering its ambitious investment strategy.

The postholder will take the lead in ensuring the Combined Authority is well placed to respond to national funding calls and has a clear strategy for investing devolved funds in relation to new and affordable housing delivery and decarbonisation of existing homes, in line with the Liverpool City Region Combined Authority (LCRCA) strategic objectives.

 

Key Role Specific Responsibilities:

Project Development and funding

To lead the assessment of early-stage development opportunities to establish their viability, deliverability and potential impact/benefit, progressing the most promising
To lead the assessment of projects’ strategic, financial, operational, commercial and economic credentials, and risks. All in line with HMT’s Green Book guidance and housing appraisal guidance.
To identify due diligence requirements and support the team in performing and analysing that diligence, including appraisal of projects and commissioning of external appraisal in line with the LCRCA Assurance Framework
To produce reports for the relevant delivery boards and the presentation of projects to the Cabinet Board meetings
To lead in the negotiation of legal documentation and oversee the release of LCRCA funding to the project after satisfactory release of conditions etc.

 

Pipeline Development

To work with the Combined Authority’s policy, housing and pipeline teams, and other internal and external stakeholders to identify suitable capital projects to form a pipeline of projects.
To assess the viability of pipeline projects on the basis of deliverability, affordability and value for money
Present the pipeline, funding requirements and prioritisation to internal and external stakeholders, including central government

 

Project Monitoring / Portfolio Management

To support the Lead Officer Housing Partnerships in overseeing the financial and operational performance of projects and LCRCA financial commitments through regular monitoring.
To support the Lead Officer Housing Partnerships in leading and overseeing team members in monitoring activities

 

Stakeholder Engagement

To support the communication of the team's strategy, approach and decisions to stakeholders of the Combined Authority, project sponsors and funders, and other stakeholders
To explain and substantiate the decisions reached on projects, requiring clarity and resilience
