About Us

At Epping Forest District Council, we’re deeply committed to delivering high-quality services to our residents. Proud custodians of 6,500 council homes, we have a long history of providing housing solutions tailored to local needs. From maintaining our housing stock to developing new homes and shaping strategic policies, our work directly impacts the lives of our communities. With a forward-thinking approach to innovation and collaboration, we’re dedicated to transforming our district into a vibrant and sustainable place to live and work.

About the Role

As the Director of Housing and Property Services, you’ll lead a dedicated team driving strategic excellence in housing and property management. This important role encompasses overseeing council housing, property services, and energy procurement. You’ll address key challenges, including compliance, damp and mould issues, and homelessness and completing an asset management strategy for operational buildings.

With the opportunity to influence council-wide strategies, you’ll contribute to ongoing corporate projects, including our ambitious council house development programme and property consolidation initiatives. Collaboration is at the heart of this role, working across the Senior Leadership Team, with elected members, and key external partners, ensuring services meet the needs of residents while delivering value for money.

About You

We are seeking a visionary leader to guide not only the service but also the wider organisation. Whether you are an experienced director or ready to step into this pivotal role, your passion for making a difference will be evident. Essential qualifications include CIH Level 5 (or equivalent), alongside a comprehensive understanding of housing and property legislation. You will also demonstrate a proven ability to manage diverse teams and budgets effectively, while preparing for Local Government Reorganisation (LGR).

You’ll need excellent analytical and communication skills, political acumen, and the confidence to engage with stakeholders at all levels. A forward-thinker with a strong customer focus, you’ll embrace our digital-first approach while fostering innovation and performance improvement. Above all, you’ll embody our values of trust, teamwork, and commitment to delivering the best outcomes for our community.

What We Offer

This is an exciting opportunity to shape the future of housing and property services in a supportive, agile working environment. With a focus on nurturing talent and professional development, Epping Forest District Council provides a platform for impactful leadership. You’ll gain exposure to diverse challenges and opportunities, ensuring your contributions leave a lasting legacy for our residents.
