About the role

You will lead and manage the operational delivery of all Development services across Golden Lane Housing. You will motivate and inspire your direct reports and their teams to deliver outstanding performance, high customer satisfaction and value for money services. You will lead the Development team in the identification, implementation of new business opportunities and contribute to the delivery of the Golden Lane Housing’s corporate objectives and the operational objectives of the Development Service. You will lead on the implementation of Golden Lane Housing’s development strategy. 

You will also lead and manage the lease contracts team to ensure all leases are renewed in line with internal procedure and process.

You will be responsible for working in collaboration with internal colleagues and external organisations fostering excellent working relationship to enhance and deliver services.

As Head of Development, you will work with the Director of Development to provide leadership, management, and strategic direction for the Directorate, deputising for the Director as required. You will contribute to the effective strategic management of development services to ensure Golden Lane Housing is a sustainable, ambitious, dynamic, and successful organisation

Responsibilities

  • Developing and inspiring teams to develop and maximise their potential to deliver excellent service delivery.
  • Responsibility for apprising new schemes through development programme
  • Responsible for working with the Development managers in the identification of any future challenges and opportunities and for the development of new business opportunities
  • Ensure continuous improvement and innovation is applied as a core principle within the development team
  • Responsible for delivery on annual targets and meeting key departmental KPI’s Responsible for the delivery of outstanding performance and to set, achieve and be accountable for performance targets, including benchmarking performance externally and plans for addressing areas of underperformance.
  • Produce and implement operational plans that support the Development Strategy and Business Plan Objectives.  Ensure all contractual and procurement arrangements are in place, comply with Financial Regulations that are appropriate to each project.
  • Effectively communicate relevant business and performance data within Golden Lane Housing and to relevant internal and external stakeholders where appropriate.
  • Ensure that development services are effective and responsive meeting the aspirations of customers, whilst services deliver value for money and reflect best practice.
  • Identify, own, and manage risks arising from operational plans and the delivery of development services.
  • Approving and signing leases in line with organisational authorisation table. 
  • Providing motivational leadership and support to line managers and their teams ensuring clarity of direction, effective communication, and development of personal potential in line with relevant policies and procedures.
  • Manages designated budgets ensuring that value for money is achieved in all circumstances through the monitoring and control of expenditure and the early identification of any financial irregularity
  • Work with the Head of Housing to support the growth strategy, and to establish Golden Lane Housing as a key housing provider with local and health authorities.
  • Contribute to the development of strategic and financial plans and keep the operational plan and other key plans under review and manage and mitigate risk.
  • Ensures that all business development opportunities across the country are making the best of new tenancies and creation of new income sources.
  • Supports and monitors the delivery of tender processes for all new business opportunities ensuring completion of relevant paperwork, costs and management of relationships is being dealt with in a timely manner by the Development Managers
  • Responsible for gathering, analysing data regarding programme delivery and new tenancies ensuring relevant action is taken in areas of non-compliance.
  • Responsible for building and developing new business relationships across the country for the development of new services ensuring that they are sustainable and meet the needs of tenants.
  • Authorising payments to third part landlords.
  • Responsible for meeting Regulatory, statutory, and legal requirements within department.
  • Management of operational risk in the development directorate and risk register.
  • Identify, own, and manage risks arising from operational plans and the delivery of housing management services.
  • Contributes to the development of related policies, procedures, and initiatives.
  • Ensure compliance with organisational requirements for Data Protection, risk management, Safeguarding, Health & Safety and other legal and statutory requirements
  • In all aspects of the organisations work, promotes effective communications, excellence in customer service, personal accountability, and a focus on continuous improvement
  • To carry out any other duties that are commensurate with the general level of responsibility of the post
  • Procurement and contract award for the delivery of works, goods and services meeting Public Contract Regulations
  • Management of ongoing supplier contracts with KPI’s and regular review of service  

Candidate requirements

  • Membership of the Chartered Institute of Housing or possess a degree level qualification or significant relevant experience in a senior role in social housing
  • Extensive travel is required therefore flexibility and a full UK Driving Licence are essential
  • Experience of leading, developing, motivating, and managing teams of staff delivering a variety of services
  • Experience of effectively setting and managing budgets and resources
  • Extensive experience in the delivery of operational housing services
  • Experience to develop and deliver operational plans that deliver corporate objectives
  • Experience of leading services that deliver outstanding customer focused services
  • Experience of implementing and monitoring Performance Management Systems
  • Experience of leading and delivering change within an organisation
  • knowledge of housing management best practice processes and safeguarding
  • Experience of managing complex projects and initiatives
  • Working knowledge of housing law, regulation, and current housing issues
  • Able to analyse complex data and deliver information to a range of audiences
  • Able to influence, persuade and negotiate to achieve positive outcomes
  • Able to lead, motivate, develop, and inspire teams
  • Building positive relationship with partnerships
  • Able to identify strategic issues and develop future plans
  • Have an interest in and desire to know more about learning disability and role model this to their teams
  • Ability to manage high workload and conflicting priorities
