About the role
We have an exciting opportunity for a housing professional to join our team as a Housing Policy Manager on a permanent, full time basis. The role is based in our Oldham office and we are currently working to a hybrid working style.
You will be passionate about working with colleagues and residents to formulate and implement effective housing management policy and procedure solutions, applying your detailed knowledge and expertise of the legal, regulatory and housing practice environment in which we operate.
As well as understanding the role policy plays in ensuring Guinness is compliant with law and regulation, you will also have a good appreciation of how policy enables Guinness to achieve its strategic goals and how it helps us ensure we serve residents well as a good landlord.
What we’re looking for
We are looking for someone with a broad range of knowledge of housing management in the social housing sector. Ideally, you will have detailed knowledge of law, regulation, policy and practice in several of the following areas: allocations, lettings, tenancy management, rents, service charges, repairs, estate management and ASB.
You will be a housing professional with a track record in housing policy and procedure development. You will be able to research and critically evaluate information from a range of sources, appraise options and propose solutions. You will be able to lead and manage projects, collaborating with a range of stakeholders at all levels of the organisation. You will also be experienced in consulting and engaging with residents to help shape policy. Importantly, you will be a good communicator, including being able to write with precision and clarity for a range of audiences. You will be a source of expertise on housing policy and practice, providing advice to help guide operational colleagues in their decision making.
You will be able to lead and manage a Housing Policy Officer, helping them develop their skills and knowledge.
In addition to the above, you’ll also be able to demonstrate:
Essential skills/experience
- Successful and proven track record in developing and implementing evidence based policies and procedures.
- Experience of working in housing management in the social housing sector, or equivalent experience.
- Detailed and up to date knowledge of the legal and regulatory framework (including landlord and tenant law and case law).
- Experience of managing people.
- Experience of research and critical analysis.
- Experience of presenting complex information succinctly and with precision for a range of audiences.
- Experience of applying project management techniques.
- Experience of facilitating consultation.
- Strong stakeholder management skills including the ability to challenge, engage, and influence at all levels and across a range of specialisms.
- Excellent verbal and written communication skills.
- Able to use Microsoft Office, or equivalent, effectively.
- Demonstrates the Guinness Behaviours.
Desirable skills/experience
- Knowledge and experience of applying continuous improvement methodologies.
Essential Qualifications
- Educated to degree level or equivalent in a related subject
- CIH Level 4 Certificate in Housing, or equivalent relevant professional qualification and/or experience.
